Description
NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2) located at the Batavia VA Medical Center 222 Richmond Avenue, Batavia, New York, 14020, intends to award a sole source contract award to Johnson Controls Fire Protection LP, 90 Goodway Dr, Rochester, NY, 14623. The period of performance is October 1, 2019 through September 30, 2020. Potential offerors shall be capable of maintaining the SimplexGrinnell Fire Alarm Systems described in the list of equipment below. Inspection, testing, and maintenance shall satisfy the requirements of the latest edition of NFPA 72 National Fire Alarm Code - and the equipment manufacturer s instruction. All work/services shall be performed by an Original Equipment Manufacturer (OEM) certified trained technician. Please refer to the minimum requirements below. TESTING Contractor will perform two tests per year on initiating devices. Contractor will provide the Customer with a written report confirming that such tests have been completed per the latest edition of NFPA 72 National Fire Alarm Code, Chapter 7- Inspection, testing and maintenance, and the equipment manufacture s instruction. COMPONENT REPLACEMENT Contractor will replace or repair failed components and parts that are covered under this Agreement OEM certified parts. Contractor will also repair components that are approaching the failing point. EMERGENCY SERVICE If required, Contractor will provide emergency service to provide minimum system downtime. Contractor shall provide a toll-free service/maintenance telephone number that may be accessed at any time during normal business hours. Contractor shall make all necessary arrangements to ensure that all calls placed to this line during standard business hours are answered by an employee, voice mail answering is not acceptable as the sole means of call receipt/return. If the problem cannot be resolved via phone, the Contractor shall dispatch a fully-qualified OEM service technician who can be available on-site to perform emergency maintenance within (8) eight business hours. The service agreement will cover the following government furnished equipment: QTY. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by August 23, 2019 at 5:00 p.m. (EST). Responses shall be submitted via e-mail to Richard.Amodeo@va.gov.
