- Page 3 of 3 THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs VISN 7 Network Contracting Activity is conducting a MARKET SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small business concerns should be capable of furnishing all labor and materials/parts as requested to provide the Atlanta VA has a requirement to expand the current Argon Plasma Coagulator System for the Gastroenterology (GI) Service, at Atlanta VAMC located at 1670 Clairmont Road, Decatur, Georgia 30033. The NAICS code is 334510, with a size standard of 1250. DESCRIPTION OF THE REQUIREMENT: The argon plasma coagulator system and electrosurgical unit shall be as specified and meet the technical specifications listed below. All equipment shall be new. The company shall deliver the equipment to the Atlanta VA. The company shall provide all materials, necessary for delivery. Installation shall be completed by Atlanta VA s personnel. All parts shall be manufactured to meet state and local regulations. SALIENT CHARACTERISTICS: Argon Plasma unit shall be compatible with Olympus endoscopes. Plasma unit shall be compatible with flexible endoscopic probes with a minimum length of 2.2 meters and 2.3mm diameter/6.9french. Argon plasma unit shall have self-testing capability, purge function, flow adjustment, argon gas level and display. Electrosurgical generator shall be 100% compatible with Argon Plasma Coagulator Unit. Electrosurgical generator shall have the capacity to perform endoscopic procedures, such as ERCP, colonoscopies and EGDs. Foot pedal shall be a multifunction unit with both cut and coagulation. Irrigator may have separate foot pedal. The Argon Generator cart shall be capable of housing all accessories for the system, including the Irrigation pump fluid reservoir and argon bottles with regulators. Argon Plasma Coagulator System shall be also compatible to perform open laparoscopic surgeries with appropriate headpieces and or accessories. Cleaning and sterilization of accessories shall conform to current American sterilization standards. Electrical characteristics; 115 to 120 volts AC, single phase, 60 cycles. Must be capable of automatic power regulation (adjustment). Must be pulsed APC unit capable of constant high-frequency voltage and able to deliver 1 to 16 pulses per second. Must be able to create controlled and reproducible cuts. Must be able to automatically adjust/control argon plasma levels. Must be compatible with VA owned VIO 300D generator units. Must be configurable to meet the requirements of different medical specialties, indications and procedures. Must be upgradable for specific medical specialties at any time. Must have remote function which allows control while in sterile environment. Must be able to control other modules in the electrosurgical system such as Argon Plasma Coagulation, smoke plume evacuation, and endoscopy irrigation pump. Must be able to record how often an instrument is used. Must be able to integrate with other operating systems such as Storz OR 1, daVinci, and Worl CORE. Service and Maintenance Plan provide a one year warranty on all equipment purchased Note: Aside from identifying small business concerns capable of satisfying Agency needs, we are trying to determine (1) current commercial practices (2) considerations for needed services (3) any other relevant information with regards to providing such services. With that, industry is asked to clearly identify where responses are specific to an individual equipment, i.e., ROS treatment system. Also, please provide definitions where terms used are different from what is found in the Federal Acquisition Regulation (FAR) and general usage dictionaries. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing Special Needs Transportation Services. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3) Submit Capability Statements and other applicable information electronically as referenced above by August 20, 2019. Responses should be received no later than, 20 August 2019 at 10:00 A.M. EST. NO CAPABILITY STATEMENTS MAY BE SUBMITTED AFTER AUGUST 20, 2019. AT THIS TIME NO SOLICITATION EXISTS. (DO NOT REQUEST A COPY OF THE SOLICITATION). A FUTURE NOTICE WILL BE POSTED WHEN THE SOLICITATION WILL BE RELEASED. 4) Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities (FBO).
