Description
10. The Naval Air Systems Command has awarded a Basic Ordering Agreement with Martin-Baker Aircraft Company, Ltd. (MBA) of Higher Denham, United Kingdom for the procurement of SKU-10A/A and the SKU-11A/A Survival Seat Kit Assembly for the Enhanced Emergency Oxygen System, domestic and FMS. This effort is in support of the U.S. Navy and the Royal Australian Air Force which is to be conducted under NAVAIR Basic Ordering Agreement (BOA) N00019-15-G-0052 on behalf of the United States Navy (USN), United States Air Force (USAF), and Foreign Military Sales (FMS) programs. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, manufacturer, and supplier of ejection seats for multiple USN and USAF aircraft platforms, only MBA has the requisite knowledge, technical expertise, required technical data, production tooling, facilities, and experience necessary to support engineering, manufacturing, testing, and logistics tasks associated with the MBA ejection seats. Ejection seats are critical to aircrew safety and survivability in the event of a mishap. Another contractor could not produce and qualify an ejection seat without resulting in significant duplication of cost to the USN and/or USAF and unreasonable delays to schedule and deliveries. It is estimated that it would take, at a minimum, three years to perform the efforts necessary to qualify another source, thereby unacceptably delaying aircraft delivery to the Fleet.
