Amendment 00001, 08/16/2019 Response to Submitted Questions 1. Is there an incumbent contractor or contractors performance all or part of the work described in the draft Statement of Work? 2. Are incumbent contractors performing all tasks listed in the draft Statement of Work? 3. If incumbent contractors are performing all or part of the work, are the incumbent contractors performing under a small business, 8(A), or service disabled awarded contract? 4. What FAA organization is responsible for managing the work described in the draft Statement of Work on a daily basis? 5. What FAA organization, or organizations, sponsors the work described in the draft Statement of Work? 6. What contract vehicle is currently used to support the work described in the draft Statement of Work or similar work directly related to the draft Statement of Work? 7. Is the requirement currently being done by a contract team? If so, what is the name of the incumbent contractor? The organization managing this requirement is the Aeronautical Information Services Branch, located at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma. The incumbent contractor is: Aeronavdata, Inc 1839 Ghent Road Columbia, IL 62236 The information is not releasable to any questions submitted that were not addressed. The requested information has no bearing on the follow-on contract. Additional information will be provided with the Solicitation submitted at a later date. 1. Introduction/Purpose The FAA has a requirement for aeronautical engineering support services for managing aeronautical data, maintaining/enhancing government-owned tools, and Coding Instrument Flight Procedures (CIFP). See the Draft SOW attachment for more details. The period of performance will begin May 1, 2021 and includes a one-year base period and up to four one-year option periods, if exercised. 2. Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to the market survey. 3. Notice to Interested Parties (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 4. North American Industry Classification System (NAICS) Code The NAICS code for this requirement is 541511 “ Custom Computer Programming Services with a Small Business Size Standard of $27.5M. 5. Submittal Requirements for Market Survey Lengthy, elaborate submittals are not desired. Interested companies must submit the following: (a) Capability Statement (5 page limit): Submit a brief summary of your firm ™s capability in meeting the FAA ™s requirements as described in the attached Draft SOW. Please include the following: (i) Corporate capabilities (ii) Technical approach (iii) Relevant corporate experience with this type of work (iv) Size and type of services provided by previous contracts (v) Location and number of years in business (vi) Ability to perform wholly within the United States (vii) Anticipated teaming or sub-contractor agreements (viii) Comments on Draft Statement of Work (b) Completed Business Declaration (2 page limit) (c) Rough Order of Magnitude (ROM) Estimate (1 page limit) NOTE: The total page limit per submission is restricted to 8 pages or less. Capability Statement (5 pages), Business Declaration (2 pages), and ROM (1 page). 6. Delivery of Submittals Interested companies must submit their response to this market survey electronically in PDF or Microsoft Word format (combined file size limit is no more than 10 MB) to the Contracting Officer at sherrei.files@faa.gov by no later than 5:00 PM (CST) on August 30, 2019. Email should reference the Market Survey Response #34317 in the title for ease of identification. The cut-off date for questions is two weeks after the release of the market survey. Questions must be submitted in writing no later than August 13, 2019. It is the responsibility of the interested parties to confirm successful transmission of the submittal before the due date and time specified. All questions regarding this market survey must be submitted via email to the Contracting Officer. No telephone calls will be accepted. 7. Other (if applicable) (a) Interested parties are notified that they must be able to complete 51% of the work. (b) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. 8.
