- The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny, New Jersey 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue and negotiate a non-competitive, sole source Request for Proposal (RFP) to Armtec Defense Products Co., Coachella, CA for the production of the Modular Artillery Charge System (MACS) M231/M232-series Combustible Case Assemblies in support of the 155mm Propelling Charge. The MACS consists of two solid propellant charges, the M231 (low-zone) and the M232-series (high-zone), and their associated packaging. The charge system provides a complete zoning solution for the 155mm artillery applications by using multiples of the basic modules. The bottom-charge M231 is fired either singly (Charge-1) or in pairs (Charge-2) from all cannon systems. The top-charge M232-series is fired in multiples of 3, 4 or 5 in currently fielded weapon systems. Each of the Combustible Case Assemblies are a component of each charge. The Combustible Case Assemblies are key to the technology for the MACS because they burn cleanly, use environmentally compliant ingredients, have an exterior coating that enables the MACS to withstand limited out-of-pack exposure, and has a rigid case that allows for automatic handling and loading. This effort will be on a sole source basis, in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A) - Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The Government anticipates awarding a Single Award, Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract, on a Firm Fixed Price (FFP) basis. Delivery Orders may be awarded under this contract for five years from the date of basic contract award. The Government utilized FY20-25 requirements for a maximum contract ceiling amount of approximately $107.1M, with an estimated maximum ordering quantity of 773,280 units (M231) and 1,477,680 units (M232-series). Estimated time for release of the solicitation is 4th Quarter, FY19. Please note this notice does not constitute a Request for Proposal (RFP).
