- Question: Was this work originally part of the solicitation VA118-17-R-25531 Configuring an LMS for Peer Supported Online Course Research that was awarded in Sept 2019? If so, why is the work being competed again? If not, is this work associated with the same customer/project? The Government s requirements stated within 36C10B19R0045 was not part of the resultant contract from solicitation VA118-17-R-25531. Yes, this work is associated with the same customer/project. Question: Why is this work not being set aside for SDVOSB? Based on the Government s market research, there was no reasonable expectation in receiving offers from at least two Service-Disabled Veteran-Owned Small Businesses for this solicitation. Questions: Can the Government provide the name of the contractor who developed the RENEW app? Can the government provide the name of the contractor who developed the online course? Is there a reason why one of these contractors cannot do this work? The RENEW app was developed by Vertical, Incorporated. The online course was developed by Prevail Inc. The work that is being requested as part being requested within 36C10B19R0045 is not within the scope of the services those contractors provide. Question: Who will conduct the post treatment qualitative interviews of Study 1 participants? National Center for Posttraumatic Stress Disorder will conduct. Question: Who will examine the efficacy of Renew relative to the delayed treatment condition on change in PTSD symptom severity (primary) as well as depression symptom severity, coping self-efficacy, and perceived social support (secondary)? National Center for Posttraumatic Stress Disorder will examine. Question: In study 1 who will examine the impact of professional support over and above natural support on participant engagement with the app (primary) as well PTSD symptom severity, depression symptom severity, coping self-efficacy, and perceived social support (secondary)? National Center for Posttraumatic Stress Disorder will examine. Question: Who is supposed to send out 3+ messages per week to the study staff support group in Study 1. National Center for Posttraumatic Stress Disorder will send. Question: Is there a plentiful supply of Veterans who meet this Study 1 requirement [have significant PTSD symptoms (as determined by a PCL-5 score 31)], and will they readily know their scores? Study 1 is not limited to Veterans only. The Contractor shall integrate a screening to determine eligibility. Question: For Study 1 how do you determine fluency in English? National Center for Posttraumatic Stress Disorder will determine fluency. Question: Why must participants have an Android mobile device? This makes the recruitment more challenging. As per Performance Work Statement section 1.1, (not accessible via Apple IOS mobile devices). Question: Do participants have to be Veterans? Participants are only required to be Veterans for Study 2. Question: Can the government or contractor provide an incentive to the participants? What is the incentive amount? What is the participants motivation to help? Participants are compensated for completing assessments if they enroll in either study. The Government will provide incentive amounts consistent with industry standards. Question: For Study 2, who provides "Veterans peer trained in the program," who trains them, and how many will be used in the study? Another company is performing this task. Question: In Study 2, what constitutes "general support" for Vets placed on a 10-week waitlist for BPS webSTAIR? General support is general use of the programming available from another company. Question: In Study 2, who provides the Study Evaluator and what are their duties? National Center for Posttraumatic Stress Disorder will provide. The Study Evaluator s main task is to conduct the diagnostic interview. Question: A Study 2 goal is to recruit an extra 100 participants. Why doesn't Study 1 recruit extra participants? The studies have different enrollment and recruitment goals as per the Government s requirements as stated within the Performance Work Statement. Question: Who will send out a series of automated reminders and engagement emails over a 10-week period following completion of baseline assessments. National Center for Posttraumatic Stress Disorder will be completing these tasks. Question: In Study 2, what constitutes a traumatic event? Can PTSD or depression symptoms be self-diagnosed? There is a specific definition for traumatic event. National Center for Posttraumatic Stress Disorder will measure, but essentially, it s self-report. Question: Is there a penalty if less than 90 people complete Study 1 and/or less than 200 people complete Study 2? There is no penalty if less than 90 people complete Study 1 and/or less than 200 people complete Study 2. As per the Government s requirements, the goal is enrollment and recruitment. Question: In addition to using social media and/or search engine advertising platforms, will the government consider local advertising campaigns (i.e., Radio and TV)? The Government may consider local advertising campaigns if it is at no additional cost to the Government. However, it is not required within the Performance Work Statement. Question: Does the government have an expected rate of qualified participants per month (i.e., 20, 50, 70). Is there a schedule? The Government does not have an expected rate of qualified participants per month. However, the Government s stated requirements within the Performance Work Statement shall be completed within the stated period of performance of 12 months. Questions: Place of Performance. Why does the government need to know the contractor s location? Does the government have a preferred location in the U.S (e.g. West Coast?) The Government is requesting the location of the Contractor s location as the Place of Performance is at the Contractor s facility. It is the intent of the Government to list the Contractor s facility address within the Place of Performance section within the resulting contract document.
