Description

NASA/Goddard Space Flight Center (GSFC) has a requirement for a Model 107 K2 Cryostat. The K2 cryostat is a single stage ADR backed with a He-3 sorption cooler. NASA/GSFC require a system with identical thermal interfaces to a He-3 precooled Adiabatic Demagnetization Refrigerator in order to develop x-ray detector technology for the X-IFU. Installation, test, and construction of a full cryogenic platform is required. SEE ATTACHED STATEMENT OF WORK (SOW) FOR DETAILS AND REQUIREMENTS. NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to High Precision Devices, Inc. (HPD). HPD, Inc. has previously developed the required equipment in the laboratory. An identical HPD Model 107 K2 Cryostat is required to be able to swap the experimental set-ups between platforms. NASA cannot redesign the experimental set-ups, the internal magnetic shielding, custom mounting platform, and the design of the control electronics and software that has been previously designed and developed with this type of system. The cryostat design is unique in that it incorporates an internal mu-metal magnetic shield at room temperature inside the vacuum shell. It also incorporates a number of components for integrating the electronics read-out that are needed to use in the cryostat that are often hard to design and fit into the cryostat, which includes two read-out towers for preamplifiers. It also incorporates multiple custom built microstrip flexes as already installed components, passing through custom vacuum seals, and with custom heat sinking at different stages. The estimated period of performance for this firm fixed price (FFP) contract will be 1 year after date of contract award. Statutory authority for this procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work should fully identify their interest and capabilities within 10 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Odessia Becks via e-mail at Odessia.H.Becks@nasa.gov not later than 3:00 p.m. local time on August 26, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice.
