- THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER: This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 532420. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide the leasing postage meter equipment, on-site maintenance, and services that at a minimum meets the following salient characteristics for the VA San Diego Healthcare System: INTRODUCTION This statement of work (SOW) describes the requirement for VA San Diego Medical Healthcare System to fulfill the need of leasing postage meter equipment, on-site maintenance, and services. All devices and services will be utilized at specified VASD locations. Services and equipment require compatibility with VASD system. SCOPE OF WORK: The scope of work is for the purchase, maintenance, and service of the following devices: DS200i Folder Inserting System, Connect+ 3000 Mailing System, DF900 Folder. Vendor maintenance is required and will be incorporated into the contract. The On-Site Service Specialist is responsible for conducting inspections on devices while providing support of service to include troubleshooting, maintenance and/or repair of equipment. EQUIPMENT Awarded vendor shall include purchase order number on all shipping labels to include contents. Model/Serial Description 4W00 0335821 Connect + Meter DLU3 0012142 Connect + Download Installation MP30 0208747 15/30 LB Weighing Platform MSD2 3524679 15 Color Touch Display MSPS 0014962 Connect + Power Stacker F70G 2201131 Relay 7000 Base Unit F70T 3301166 Exit Transport Module F70Y 2201110 High Capacity Sheet Feeder The DS-200i: Max cycle speeds of 5000 filled envelopes per hour and maximum accumulation speeds up to 7800 sheets per hour. Without reloading it continuously feeds up to 2,000 sheets. Mechanical double document detection prevents double document feeding. The system can be configured with a Dynamic Envelope printer and Mail system for complete processing. The Connect+ 3000 Series is a digital envelope and mail printing system. Can create custom designed content from a PC. The Connect+ Series provides a touch screen interface where you can access all applications from the home screen. It provides 1,200-dpi HP powered ink-jet printing in process color or black and postal-compliant red fluorescent, 22mm printing path across full length of the envelope, top and bottom, front or back. The system also provides mail system functions including: Printing postage on envelopes, Printing postage on tapes (labels), Sealing envelopes, calculating postage based on item weight and size and class of mail. The DF900 automatic folder It folds up to 20,000 documents per hour and holds 1,000 folded documents on its optional high capacity conveyor. The DF900 recognizes thick or densely printed materials to allow processing of wider range of materials and offers seven different folding options. WARRANTY Vendor shall provide standard warranty for this service. PERIOD OF PERFORMANCE A base period of twelve months from the date of award plus four option years. Anticipated dates: Base: 12/02/2019 12/01/2020 Option Year 1: 12/02/2020 12/30/2021 Option Year 2: 12/02/2021 12/30/2022 Option Year 3: 12/02/2022 12/30/2023 Option Year 4: 12/02/2023 12/30/2024 INSPECTION AND ACCEPTANCE The VA Point of Contact shall inspect the equipment and sign-off that the vendor completed the installation. The VA Point of Contact shall ensure that the service is completed and received satisfactorily. Disputes shall be resolved by the Contracting Officer. The information identified above is intended to be descriptive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. If you are interested and are capable of providing the sought out supplies/services, please provide the requested information as well as the information indicated below. (4) If you re a small business and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (5) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. (6) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (7) Please provide general pricing for your products/solutions for market research purposes. (8) Please submit your capabilities in regards to the salient characteristics being provided and any information pertaining to equal to items to establish capabilities for planning purposes? *** Submissions addressing Section (8) should show clear, compelling and convincing*** evidence that all equal to items" meet all required salient characteristics.
