This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 36C26119Q1077 and will be issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02_2. Quotes are due by 4:00 PM EST on August 28, 2019. The below Federal Acquisition Regulation (FAR) clauses are applicable to this solicitation: FAR 52.211-6 Brand Name or Equal (AUG 1999) FAR 52.212-1 Instructions to Offerors - Commercial Items (OCT 2018). FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) The Government intends to evaluate quotes and award a contract without discussions (except clarifications). Therefore, the offeror s initial quote should contain the offeror s best terms from a price and technical standpoint. Award will be made to the responsive, responsible, lowest priced, technically acceptable offeror that meets or exceeds the acceptability standards for all non-cost factors. The following factor shall be used to evaluate offers: The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the quotes: 1) Factor #1, Technical Capability 2) Factor #2, Past Performance 3) Factor #3, Socioeconomic Preference 4) Factor #4, Price FACTOR 1 Technical Capability The quotes will be evaluated using the information submitted in the technical approach addressing the following elements: What is the Contractor s level of experience in this field? This includes key personnel. Subcontracting: Does the Contractor plan to subcontract out any portion of the work? If so, do they have a letter of commitment from the subcontractor indicating their commitment to this project upon award? FACTOR 2 Past Performance The past performance the contractor submits with their quote package will be reviewed to determine if the previous work was recent (within the past 5 years) and relevant (similar size and magnitude). The listing of past projects will also be reviewed to determine if there are associated performance feedback items that highlight trends or ratings of quality for the previous contracts. Ensure each listing contains dates, location, brief description, point-of-contact of contracting officer or representative, and contract or service value of the contract. A listing of previous projects will also be considered as a substitute for a contract with the previous elements applied. FACTOR 3- Socioeconomic Preference For this factor, Small Businesses will be rated most favorably. Large businesses who plan on subcontracting with Small Businesses, will be slightly more favorable than other large business concerns that do not. FACTOR 4 Price The pricing information will consist of the contractor s overall price to provide these services. In evaluating the contractor s price, the Government s determination will include whether the price reflects a clear understanding of the requirements, is consistent with the information provided in the contractor s quote, and is fair and reasonable in comparison with other quotes that have been submitted in response to the solicitation. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (OCT 2018): Offerors must return this provision with their proposal. They may either (1)complete all relevant portions of the provision or (2) complete paragraph (b) of the provision and indicate that it has completed official representations and certifications online at https://www.sam.gov.
