Description
Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Yokosuka (FLCY) intends to establish a sole-source, five (5) year Basic Ordering Agreement (BOA) with NIPPI Corporation (Cage Code SAQ40). This BOA is intended only for unscheduled and emergent aircraft maintenance, rework, and overhaul (MRO) services for inspections, repairs, corrosion control, preservation, in-service repairs (ISR), customer service requests (CSR), and modifications to the following: aircraft, aircraft components, aircraft parts, and aviation support equipment (SE). While the U.S. Government has MRO contracts in place that include many of these types of work, the requirements addressed by the attached redacted J and A are different than those included in the U.S. Government ™s MRO contracts because of the expedited response times required under the BOA. These services will support forward deployed United States Navy (USN) and United States Marine Corps (USMC) aircraft, including but not limited to the following platforms: F-18, C-130, H-60, H-53, V-22 and H-1. In addition, this BOA will require purchase, manufacture, overhaul or rework parts and tooling for both aircraft and aviation SE as requested by the Government. The scope of this agreement includes packing, unpacking, shipment and movement of Government Furnished Property (GFP), both material and equipment, and hangar preparation for aircraft maintenance lines. All services and supplies will only be awarded under this BOA when all other procurement means are unable to meet the requirement. The justification and approval (J and A) was approved on a class basis for this BOA in accordance with NMCARS 5206.303-1(d)(1)(D)(i) and the redacted J and A is attached to this notice. Even though this BOA is sole source to NIPPI, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. In accordance with FAR 16.703, this BOA will not state or imply any agreement by the Government to place future contracts or orders with the contractor. Task orders that are covered under the agreement shall be issued in accordance with FAR 16.703(d) “ Orders.
