Description
Notice of Intent to Award a Sole Source Contract. This is not a Request for Quote / Proposals. In accordance with FAR 5.203, the purpose of this notice is to advise industry that the Army Contracting Command - Aberdeen Proving Ground (ACC-APG) is contemplating solicitation and award of a sole source contract to Smiths Detection Inc. for the production of the Joint Chemical Agent Detector Solid Liquid Adapter (JCAD SLA). The Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Sensors (JPM CBRN Sensors) has a requirement for the production and fielding of a handheld chemical and explosive detector capable of detecting Low Volatile Chemicals (LVCs) and Pharmaceutical-Based Agents (PBA) that will serve as an additional authorized list (AAL) item to the M4A1 JCAD. The SLA will detect and alarm to explosives, pharmaceutical-based compounds, and advanced threats in both solid and liquid form. The requirement will also include testing support, program management, systems engineering, training activities, obsolescence management, and product support. ACC-APG contemplates award of this action on a sole source basis (FAR 6.302-1) due to proprietary data and software rights and the need to integrate the SLA as an AAL item. Members of industry may provide a capability statement to the KO and KS listed if they believe that they are capable of executing these requirements, including the production, testing, configuration, and integration (with the existing Smiths-proprietary M4A1 JCAD) of the SLA.
