- This is a SOURCE SOUGHT NOTICE in support of the Puget Sound Healthcare System in Seattle, WA, for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Joshua Anderson at JOSHUA.ANDERSON2@VA.GOV. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by 08/16/2019, at 1600. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. If a formal solicitation is released, it will be posted via the Federal Business Opportunity (http://www.fbo.gov). DESCRIPTION OF THE REQUIREMENT: STATEMENT OF WORK 1. Contract Title Multi-Criterion Decision Tool 2. Background The VA Puget Sound Center for Limb Loss and MoBility (CLiMB) is investigating factors that influence decision making around where to amputate among individuals facing lower extremity amputation due to dysvascular disease. One facet of the decision-making process is patients values and priorities. Multi-criterion decision analysis (MCDA) software packages involve complex statistical analysis that occur in real time that allow individuals to weight various factors and values that go into a complex decision and allows individuals to determine their preferences numerically, given there rankings of various (often competing) values. The calculations involved in MCDA are very complex, and this software allows for this analysis to be done to clarify patient s values around amputation and facilitate better communication between patients and their providers. 3. Salient Characteristics The requirement must satisfy the following requirements: Basic Information o Provide Analytic Hierarchy Process (AHP) o Be an online Tool o Provide at least 200 evaluators (patients) o Provide at least 5 possible alternatives Patient-facing information and graphics o Must rank alternatives based on patient responses o Provide sensitivity analysis of decision to changes in criteria performance Advanced Features o Provide survey that can be linked to the MCDA to evaluate patient demographics and experience with the software Feasibility and Usability o Provide web based training for analysts o Provide both online and phone technical support o Provide 24-hour response time for assistance.
