- N0016419RJM35 - SOLE SOURCE - SUBMARINE VALVE REGULATED LEAD ACID (SVRLA) NEGATIVE CHARGE EFFICIENCY DESIGN OF EXPERIMENTS (DOE) TEST RESULTS REPORT -PSC 6140 - NAICS 335911 Issue Date: 14 August 2019 - Closing Date: 30 August 2019 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. Naval Surface Warfare Center (NSWC) Crane, Crane Division, Crane, IN, intends to award a sole-source, Firm Fixed Price contract in response to an unsolicited proposal to Exide Technologies, 13000 Deerfield PKWY, STE 200, Milton, GA 30004-6118, in accordance with Statutory Authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1(a) only one responsible source and no other type of supplies or services will satisfy agency requirements. This requirement is in support of the test results report for the Submarine Valve Regulated Lead Acid (SVRLA) battery Negative Charge Efficiency Design of Experiments (DOE) to improve the cells negative plate charge efficiency while in operation. The DOE tests are specific to Exide SVLRA Batteries. The acceptance of the unsolicited proposal is based solely upon the unique capability of the source to perform the DOE test proposed. The anticipate award is first quarter fiscal year 2020. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. Contractor must be properly registered in the System for Award Management (SAM). Contractor may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a capability statement will be provided any changes/amendments and considered for future discussions and/or award.
