Description
Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a Sources Sought for information and planning purposes. Scope: The Naval Safety and Environmental Training Center (NAVSAFENVTRACEN), Norfolk, VA requires an instructor to facilitate Fire Protection and Life Safety classes. Training schedules are planned on a year to year basis and the contractor will be notified at least sixty (60) days prior to the beginning of each fiscal year as to the number and locations where the training will be held. The goal of the NAVSAFENVTRACEN is to provide quality safety, health, and environmental training to selected personnel in order to enhance skills at the basic, intermediate, and advanced levels in order to prepare personnel in their designated specialty or field. Place of Performance (Site Location): Classes may be held, for example, in the following locations: NORFOLK, VA SAN DIEGO, CA JACKSONVILLE, FL PEARL HARBOR, HI PORT HUENEME, CA OCONUS (SIGONELLA, ITALY/YOKOSUKA, JAPAN) There is the potential for śadd-on ť convenings of the class to be scheduled during the fiscal year if the need arises. These convenings will only be scheduled with the concurrence of the contractor. NAICS Code: The NAICS Code for this requirement is 611699, All Other Miscellaneous Schools and Instruction, and the Size Standard is $11 Million. Period of Performance: This requirement is for base year with provisions for four 12-month option periods. The solicitation and resultant contract will also contain FAR 52.217-8, Option to Extend Services, thereby allowing a six (6) month extension if circumstances necessitate this option. The contract is estimated to commence 06 June 2020. Contract Type: The proposed procurement is a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract. Responses: Reponses to this Sources Sought request should reference N6339320RCCC003 and shall be submitted electronically to Rachel Karkane at Rachel.karkane@navy.mil by 2:00 pm EST on 26 August 2019. Responses shall include the following information in this format: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE Code). 3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. Relevant past performance on same/similar work dating back 5 (five) years and your company ™s capacity to perform the type of work. 5. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the Draft Performance Work Statement (PWS). Standard company brochures will not be reviewed. Submissions are not to exceed two (2) standard typewritten pages. All technical questions and inquiries maybe submitted within the response. 6. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. A draft PWS, Attachment 1, is posted in this notice for your reference. Additionally, an Estimated Level of Effort, Attachment 2, is posted in this notice for your reference. Again, this is not a request for a proposal. Respondents will not be notified of the results.
