- U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0044. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-04, effective August 07, 2019. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 541620, Environmental Consulting Services and the business size standard is $15M. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service is requesting expertise to assist with creative communications planning in accordance with the following: Statement of Work Strategic communication planning, creative assistance and facilitation for fisheries and aquatic conservation communications. The US Fish and Wildlife Service (USFWS), Alaska Region has the need for expertise to assist with creative communication planning for its extensive fisheries program portfolio ahead of the commemoration of 150 years of USFWS fisheries focused work in 2020. Preparation in the Alaska Region is critical as Alaska ¿s lands and waters are important strongholds for healthy aquatic communities that include Pacific salmon, Arctic grayling, whitefish, char, trout, lampreys and more. From rural Alaskans to Anchorage urbanites, these fish are woven into the Alaskan way of life and are integral to cultures and economies across the state and nation. Conserving Alaska ¿s fish is important, and the state ¿s vastness and inaccessibility make it one of the last places in America where we are still mostly ahead of the threats ¿like habitat fragmentation ¿that have ravaged America ¿s fisheries, from the eastern seaboard to the Pacific Northwest. However, environmental change is occurring at a rapid pace in Alaska and threats are increasing. Selected threats include the introduction of invasive species, habitat fragmentation, harvest pressure, and warming marine and freshwater temperatures. USFWS-Alaska fisheries professionals have the opportunity to make new discoveries about life history and biology to inform sound fisheries management and proactive conservation actions. They work toward a vision of: A connected network of lands and waters that support diverse, self-sustaining populations of wild, native fish that exhibit their natural variability in abundance, genetics, and life history...for the continuing benefit of the American people. A key component of fulfilling this vision and getting ahead of the threats is education, outreach, and communication with Alaskans, Americans across the country, and a range of partners. We are seeking creative ways to bring this vision and our priorities to wider audiences, especially as we prepare to celebrate 150 years of fisheries focused work in the USFWS. The successful contractor will provide the following services: ¿ A kick off meeting with a USFWS project team made up of representatives from the Fisheries Program and External Affairs Office. Over the course of the project, the contractor will include time for planning meeting with the project team as part of its proposed schedule; ¿ Between September and October 2019, conduct stakeholder interviews (can be done by phone or other technologies) with the four fisheries field offices (Anchorage, Fairbanks, Kenai, Genetics Lab) and staff within the regional office to better understand fisheries issues, challenges, and opportunities in order to shape an agenda and approach for a communications/campaign development workshop; ¿ Working with a small project team made up of representatives from the Fisheries Program and External Affairs Office, plan and facilitate (in person) a two-day communications/campaign planning workshop in Anchorage (within the USFWS Regional Office) for approximately 25 participants. Workshop dates TBD. At the workshop, the contractor will: ¿ Assist workshop participants in outlining a strategy for fisheries communications across the region. The strategy will build from the fisheries program ¿s recent planning efforts, complement the Alaska Region ¿s shared story/foundation ( ¿Wildness for All Life ¿ please see website for full story) and connect to existing regional and national communication priorities identified by leadership; ¿ Again, building from existing plans and work, including unifying themes already identified by staff, guide participants in developing a master narrative for the communications effort. ¿ Help workshop participants brainstorm potential story leads and opportunities for other communication products to bring the narrative to life. Following the workshop, the contractor will: ¿ Provide a final plan, allowing for two rounds of review and revision with the project team before finalization; ¿ Offer two creative alternatives, with visual and tagline options, for implementing the plan during the Fisheries 150TH Commemoration. Period of Performance: 09/01/2019 to 05/31/2020. The basis for award is Best Value to the government.
