Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions." US Army Corps of Engineers (USACE), Portland District intends to award a sole-source, contract with the Columbia River Estuary Stakeholder Taskforce (CREST); 818 Commercial St, Suite 203; Astoria, OR 97103. The U.S. Army Corps of Engineers, Portland District's Environmental Branch, Fish Passage Section requires fish monitoring in and out of Dairy Creek, a connecting channel to the Sturgeon Lake, a floodplain wetland on Sauvie Island. Fish monitoring will occur in Dairy Creek, NOT in Sturgeon Lake. Essential services include: • Coordinate with resource agencies, including Oregon Department of Fish and Wildlife on fish monitoring study design, equipment, and site access (and staging, if needed) • Coordinate with stakeholders, including West Multnomah Soil and Water Conservation District • Obtain local permits to install and maintain equipment • Purchase fish monitoring system • Install fish monitoring system • Maintain fish monitoring system • Collect fish monitoring data • Evaluate and report fish monitoring data, annually, up to three years • Coordinate with local landowners and provide supplemental outreach information This work involves the coordination of various local and state organizations including, Bonneville Power Administration (BPA), Oregon Department of Fish and Wildlife (ODFW), West Multnomah Soil and Water Conservation District (WMSWCD), and Confederated Tribes of the Grande Ronde. In addition, this work will require coordination with local landowners and stakeholders. This service will address this critical uncertainty. It will evaluate juvenile salmon use (time of entry and exit and residence time) at Dairy Creek / Sturgeon Lake following it's reconnection to the Columbia River. It will specifically show fish movement from Dairy Creek into Sturgeon Lake, and vice versa. In addition, this service will identify species and stock use of the restored site. Results will provide important insight into juvenile salmon use (species, timing, directional movement and duration) of floodplain lakes, and thus the potential value of restoring these sites. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $15 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested vendors must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement demonstrating ability to 1) coordinate with various local and state resource agencies; 2) obtain applicable permits (local) to install and maintain equipment; 3) fish monitoring experience; and 4) specialized equipment. If no affirmative written responses are received by 08:00 AM local time on 23 August 2019, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
