As used in this clause (1) Contract financing payment has the meaning given in FAR 32.001; (2) Designated agency office means the office designated by the purchase order, agreement, or contract to first receive and review invoices. This office can be contractually designated as the receiving entity. This office may be different from the office issuing the payment; (3) Electronic form means an automated system transmitting information electronically according to the accepted electronic data transmission methods and formats identified in paragraph (c) of this clause. A contractor must ensure that the data transmission method and format are through one of the following: (1) VA s Electronic Invoice Presentment and Payment System at the current website address provided in the contract. (2) Any system that conforms to the X12 electronic data interchange (EDI) formats established by the Accredited Standards Center (ASC) and chartered by the American National Standards Institute (ANSI). (d) Invoice requirements. Invoices shall comply with FAR 32.905. (e) Exceptions. He/she shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract. He/she shall be responsible for any injury to himself/herself, his/her employees, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by his/her employees fault or negligence, and shall maintain personal liability and property damage insurance having coverage for a limit as required by the laws of the State of South Carolina. Further, it is agreed that any negligence of the Government, its officers, agents, servants and employees, shall not be the responsibility of the contractor hereunder with the regard to any claims, loss, damage, injury, and liability resulting there from. REQUIREMENT: Requirement is for the supply and installation of air filters in air handler units and exhaust fans in multiple buildings at WJB Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, South Carolina. 2. BACKGROUND: There is a need to have a contractor supply and install all air filters in air handler units and exhaust fans at WJB Dorn VA Medical Center. 3. PERIOD OF PERFORMANCE: The period of performance shall be March 1, 2019 through February 28, 2020. Work shall be performed during Engineering Service hours, Monday-Friday, 0730-2230 (7:30AM 10:30PM) with the exception of Federal Holidays and weekends. 4. PLACE OF PERFORMANCE: The place of performance shall be WJB Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209, in Buildings 100, 100A, 103, 103A, 106, 120, 21, 5, 9 and 9A. 5. PERFORMANCE REQUIREMENTS: The contractor shall: Coordinate filter ordering, delivery and installation dates with the Contracting Officer s Representative (COR). Provide all ladders, tools and equipment necessary to perform service. Move filters from COR designated staging areas to units scheduled for filter change-out. Remove dirty filters and dispose of in COR designated containers. HEPA vac and tack upstream of filters, downstream of filters, and filter holding frames. Install new filters, verifying proper fit and seal. Visually inspect units for signs of biological growth, rust, air leaks, and other concerns. Provide the COR with digital reports of findings and recommendations. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees. (b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation.
