Description

****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with GeoSpatial Experts. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) National Ocean Survey (NOS) Office of Response & Restoration's need for GeoSpatial Experts' GPS-Photolink software upgrade licenses. GeoSpatial's software is used for litigation-sensitive work and is inextricably linked to all of NOS' Office of Response & Restoration litigation cases currently pending. There are tens of thousands of photos tagged with this software and future and backward compatibility is crucial for ongoing litigation efforts. GeoSpatial Experts is the only source for the GPS-Photolink and Geolot software products. This office requires an upgrade of the software licenses for a Base Year and Four Option Years. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (08-AUG-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
