- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a Sole Source Firm-Fixed Price contract for the implementation of a VISN wide for the ProVation MD Gastrointestinal Electronic Medical Records System (GI EMR). The use of the Provation GI EMR system will standardize the reporting of GI endoscopic procedures to the patients electronic medical records across the VISN. The VISN requires a system that is; (1) capable of migrating all data through the use of the Endo Works Export Tool, (2) that is compatible with the Health Level 7 (HL7) and Digital Imaging and Communications in Medicine (DICOM) interfaces, (3) that is compatible with CPRS, (4) that is compatible with the Olympus endoscopes currently in use in VISN 6 facilities, and (5) that is approved for use in the VA Technical Reference Manual 19.5. In accordance with 10 U.S.C. 2304(c)(1)(B) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of September 1, 2019 to Provation Medical 800 Washington Avenue N- Suite 400 Minneapolis MN, 55405. This is a Sole Source requirement to satisfy the minimum requirements of VISN 6. The following work shall be completed on each station. Provation GI EMR Turn Key Solution that replace the GI procedure Software system (Endoworks and EndoSoft) that allows for the documentation fof GI procedures and linking still photos during the procedure to the VISAT/CPRS system. Be selected by Olympus as a preferred EndoWorks replacement, a requisite for licensing the Olympus export utility to seamlessly migrate data. Reflect latest clinical knowledge through content updates and maintenance Be designed to support appropriate reimbursement, compliance and quality reporting. Automatically anticipate the next logical step in the documentation process to support coding and quality compliance and reporting needs. Be continually enhanced to streamline physician documentation workflow. Support the easy exchange of health information through industry standard HL7 interfaces. Interface with all major brands of endoscopes and image capture equipment to enable photo documentation in the procedure note. Automatically generates CPT and ICD 10 diagnosis codes immediately after report is approved. Requires no user efforts to link reimbursement code to content, unlike picklists and other template alternatives. Allows users to run customized reports based on captured data. Promotes efficiency, quality reporting and appropriate reimbursement Streamlines capture and submission of appropriate MIPS measures and GI Quality Indicators. Assist academic institutions in reporting for Fellowship programs and accreditation. Install all hardware or other necessary components to allow the system to function according to OEM standards.
