Description
This is a SOURCE SOUGHT NOTICE in support of the Puget SOund VA Healthcare System in Seattle, WA, for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Joshua Anderson at JOSHUA.ANDERSON2@VA.GOV. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by August 11, 2019, at 1600. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the VA Medical Center to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Federal Business Opportunity (http://www.fbo.gov). DESCRIPTION OF THE REQUIREMENT: Background: An electrophoresis genetic analyzer with a 4-capillary, fluorescence-based capillary electrophoresis system to be used for research in genetic analysis is required for genotyping and sequencing DNA samples from patients with neurodegenerative disorders, and from controls and relatives. All data is deidentified for research purposes only. This instrument will not connect to VA Network. Instrument Description: An electrophoresis genetic analyzer can process multiple runs with up to 4 reactions per run utilizing a fully automated system with an all-in-one cartridge which includes polymer, 4 capillaries, and anode buffer. Run conditions can be optimized for DNA sequencing and fragment analysis applications with automated DNA separation, detection and data analysis to generate base-called or size-called results. Salient Characteristics System: Can connect to an optional online ecosystem where instrument data can be shared and monitored by other collaborators and scientists at user s discretion. Instrument can be connected to an online ecosystem and instrument data/status will be automatically uploaded. Can be used with online software when connected to the online ecosystem that is browser-based and will allow access by any registered user with internet access that is logged in. Instrument: Small lab footprint: height of 44.2cm (closed door) & 56.9cm (open door), depth (64.8cm), width (49.5cm). Use with standard 8-well strip tubes as well as 96 well standard plates. Samples are automatically injected directly from the 96 well Microtiter plates or 8-well strip tubes. The system software supports the ability to run sequencing and fragment analysis samples on the same plate. Built with a solid-state long-life laser. Uses thermal systems to maintain operating temperatures from 10 to 60 °C. Uses signal uniformity from instrument-to-instrument, run-to-run and capillary-to-capillary through the use of instrument normalization schemes- so that previous data from similar machines can be compared. Factory-calibrated dye sets enabling automated spectral calibration. Cartridge: Includes the capillary array, universal performance optimized polymer, 1X anode buffer, and polymer delivery system with a 4-month on-instrument shelf life for 125 injections or 500 samples. Include a chiller that enables the extended on-instrument shelf life of the cartridge. 12. A cathode buffer container is available as a pre-filled container with 1X buffer with two separate compartments; the right side with cathode buffer for electrophoresis and the left side with spent polymer waste from capillary wash between injections. 13. The integrated capillary protector is available with prefilled gel to protect the capillaries from damage and evaporation. 14. Cartridge and cathode buffer container are designed with a RFID (Radio Frequency Identification) tag. Labels allow tracking and reporting of the consumable usage, serial, lot and part numbers, expiration dates and on-instrument lifetime through the instrument operation software. Performance: Can detect and analyze six fluorescent dyes simultaneously for DNA fragment analysis. 16. System is designed to meet the following specifications for each run module with unattended operation of one to several runs spanning a 24-hour period as shown below: Short Read Standard Sequencing Can generate a sequence with a QV 30 CRL* up to 350 bp, with a sample throughput of 48 runs with up to 192 samples. Medium Read Standard Sequencing Can generate a sequence with a QV 30 CRL* of up to 500 bp, with a sample throughput of 32 runs with up to 128 samples. Long Read Standard Sequencing Can generate a sequence with a QV 20 CRL* of up to 800 bp, with a sample throughput of 12 runs with up to 48 samples. BDX Sequencing Can generate a sequence with a QV 30 CRL* of up to 350 bp, with a sample throughput of 43 runs with up to 172 samples. Can generate a sequence with a QV 30 CRL* of up to 500 bp, with a sample throughput of 30 runs with up to 120 samples. Can generate a sequence with a QV 30 CRL* of up to 700 bp, with a sample throughput of 12 runs with up to 48 samples. *Contiguous Read Length (CRL) is defined as the longest uninterrupted segment of bases, calculated over a sliding window of 21 base pairs. Using a DNA control standard starter kit, the system is designed to meet the following Fragment Analysis specifications for each run module with unattended operation of one to several runs spanning a 24-hour period as shown below: DNA Sizing for fragments in the resolution range 60 to 460 bp For a given allele size across all capillaries in the same run, the system is designed to perform with a standard deviation of less than 0.15 bp with a sample throughput of 32 runs with up to 128 samples. DNA Sizing for large fragments in the resolution range from 60 to 600 bp For a given allele size across all capillaries in the same run, the system is designed to perform with a standard deviation of less than 0.15 bp up to 460 bases and less than 0.30 bp from 461 to 800 bases. The sample throughput is 12 runs with up to 48 samples. DNA Sizing resolution range 40-120 for a given allele size across all capillaries in the same run, the system is designed to perform with a standard deviation of less than 0.50 bp. The sample throughput is 58 runs with up to 230 samples. Multi-run Sizing Precision Provides sizing precision of < 0.15bp in the fragment size range up to 460 bp. Instrument On-Board Computer: 18. The instrument can run in standalone mode, without a computer attached. 19. The instrument includes a touchscreen interface that can start the instrument without the need for an attached computer. 20. Instrument s touch screen interface allows for uploading of protocols or downloading of run files using a USB interface. 21. Instrument s touch screen interface allows for uploading of protocols or run files directly to the online ecosystem. 22. The instrument contains on-board storage capability with memory capacity of 128GB for storing approximately 3,500 injections or 14,000 reactions. 23. The instrument can be customized, through the touch screen, to include the correct time zone and service/calibration notifications settings. 24. Instrument s touch screen interface allows for creation of local User Accounts with PIN-protected access. Individual User Accounts can be linked to online accounts within an online ecosystem. 25. Instrument s touch screen interface allows users to create and run protocols as Guests. 26. Instrument s touch screen interface allows user to load run files from USB or an online ecosystem. 27. Instrument s touch screen interface allows user to designate destination for completed run files to the USB port or an online ecosystem. 28. Instrument s touch screen interface allows for Pause of a run-in progress. The user can choose the temperature the block should remain at during the run pause. During the pause the user can open/close the block drawer to access samples. The user can resume the run from the point at which it was paused from the touch screen. 29. Instrument s touch screen interface allows users to edit sample and target assignments. For Research Use Only. Not for use in diagnostic procedures. 30. Instrument s touch screen interface allows user to perform additional dye calibrations and view results on the instrument touch screen. Software: Is designed with a touchscreen software interface for instrument control to regulate the functions of the instrument, automatically perform primary analysis (i.e, basecalling and/or fragment sizing) and provide functionality for real-time data assessment as well as the ability to generate quality control reports. Allows for run set-up via the eGUI on-instrument software, Thermo Fisher Cloud or personal computer. Is designed with the ability to perform quality control checks to verify if the system meets the sequencing read length specifications, conforms to fragment analysis sizing precision, sizing range and peak height specifications. system files are generated in industry standard ABIF format for sequencing and FSA format for fragment analysis. Sample files will be compatible with secondary analysis applications for post processing such as Sequencing Analysis Software, Variant Reporter Software, Minor Variant Finder Software, GeneMapper Software and SeqScape software programs. For online analysis ecosystem, sequencing files can be analyzed with the Applied Biosystems Analysis Modules powered by Thermo Fisher Cloud, including Quality Check, Variant Analysis and Next-generation Confirmation modules. 35. The instrument software can control the instrument and analyze instrument s data from a remote computer within the same network. 36. The instrument online software provides status monitoring of connected instruments and real time run plots. 37. The instrument online software can send users notifications via email or text message when instrument is started, stopped, or reached an error state. 38. The instrument online software will allow registered users of the online ecosystem to monitor any connected instrument when using a compatible web browser. 39. The instrument software is designed to export all run results including raw and analyzed data to Microsoft ® Excel. Design: The instrument is cUL (tested to CAN/CSA standards), UL, CE, C-TICK, WEEE compliant. Vendor Service and Support: The instrument is provided with a limited warranty for a period of one year from the date of installation (or fifteen months from the date of shipment whichever is earlier). The instrument is provided with a one-day training session by a certified technical scientist (Field Application Specialist) or authorized partner.
