- Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Business Manufacturers, other Small Businesses interested and capable of providing items requested, as well as any large businesses. The intended contract is a firm-fixed price, base plus four option years. The Department of Veterans Affairs, NCO20 is looking for webmaster support services sources of the following: ITEMS Maintain Geriatrics and Extended Care (GEC) Website (VA Network) Maintain Geriatric Research, Education, and Clinical Center (GRECC) Website (VA Network) Maintain Veteran Community Partnership (VCP) Evaluation Website (VA Network) Potential contractors shall provide, at a minimum, the following information to Robert.hamilton8@va.gov: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Please identify your company s size in comparison to the anticipated North American Industry Classification System (NAICS) code 541519 Other Computer Related Services. The small business size standard for the NAICS is $27.5 million. This notice is to determine the marketplace for this specific requirement. Responses are due by 08/12/2019 15:00 am EST to the sources sought Point of Contact. Start Statement of Work: 1. Contract Title: Webmaster Services for the Veteran Affairs Geriatric and Extended (GEC) Care Website, Geriatric Research, Education, and Clinical Center (GRECC) Website, and Veteran Community Partnership (VCP) Website 2. General Information: This is a non-personnel services contract to provide webmaster services for the Veteran Affairs Puget Sound Healthcare System. The Government shall not exercise any supervision or control over the contract service providers performing the service herein. Such contract service providers shall be accountable solely to the contractor, who in turn is responsible to the Government. 3. Description of Services/Scope: The Contractor shall provide webmaster services by maintaining and making ongoing additions and upgrades to the Geriatrics and Extended Care (GEC) internet website, GRECC website, and the VCP Evaluation Website. This work has a particular focus on providing information and education to VA staff, Veterans and their caregivers, and the general public related to long term care, community care, caregiver support, geriatric research and education as well as community partnerships. 4. Background: The Department of Veterans Affairs, Office of Geriatrics and Extended Care (GEC) has had a contract to support it web based activity for the past 5 years. Justification for the support was based on the significant amount and complex type of information that needed to be available for public viewing. Historically, GEC has not had and currently does not have staffing with the skill set to provide the level of support for updates and maintenance. GEC plans to continue to enhance the GEC Internet site and has recently added the GRECC Internet Site and the VCP Evaluation Internet Site to their list of responsibilities. GEC has updated the GEC internet site to improve its navigation and reorganized it topics for greater ease and searchability. The GRECC internet site previously was managed by a VA staff member however they did not have the expertise to manage what was needed. The VCP internet website is managed by another program office and they allow GEC access to their site. However, their office has limited assistance and are not equipped to provide updates and maintenance for the newly implemented evaluation tool. GEC plans to continue to update and refine the website based on overall flow and analytic reports. GEC plans to coordinate with other Veteran Healthcare Administrative (VHA) offices to link the GEC website with their websites to ensure the smooth and consistent flow of information to our Veterans and their families. The technology used on the GEC Website is HTML, CSS, and Javascript. Developers are required to have VA network access and additionally, access rights to the ECMS system to make any changes to this website. The GRECC internet site was recently updated to add quarterly newsletters with a table of contents separating research, clinical, and educational topics. Plans for the future include adding educational materials and a monthly calendar for educational events. The technology on the GRECC Website uses is HTML, CSS, and Javascript. Developers are required to have VA network access and additionally, access rights to the ECMS system to make any changes to this website. The VCP internet and database system now showcases a brand-new data entry, reporting, and evaluation tool where coordinators enter in quarterly information about their Veteran Community Partnerships. This tool provides real time access to this data displaying the number of VCPs nationwide, where they are located, who is involved in them, and they activities they have participated in. It is anticipated that since this system is brand new that changes will be needed to ensure the system continues to meet the reporting and evaluation needs of the Veterans and Community Partnership program. The VCP website is a separate system on a 3rd party Windows server. It is a Technology stack using IIS, Node.js, FeathersJS, and SQL Server. Specific Tasks: Task 1: Site Maintenance: Geriatrics website and GRECC website, and analytic tools. Maintenance of the website includes, but is not limited to: Adding new and updating existing service descriptions and other information in the site (e.g. news, resources), including photos, graphics, and video. Adding and maintaining newsletters associated with GovDelivery.com Correcting mistakes in formatting, text, or graphics. Identifying and repairing malfunctioning links. Ensuring functionality using different browsers and computer systems. Ensuring that the website continues to meet the VA s Internet website standards, including 508 compliance. Attend one-hour monthly meeting with Government POC and one-hour Website Advisory Committee for status and updates. Maintaining analytic ability includes, but is not limited to: Working with VA Web Operations to ensure that we have approval to use Google Analytics on an ongoing basis. Working with VA Web Operations to ensure the quality of the Google Analytics reporting. Deliverable: Status reports at monthly meeting with Government POC. Task 2: Quarterly postings of news from the Office of Geriatrics and Extended Care (GEC) to the GEC website and quarterly newsletters uploads to the GRECC website. Quarterly posting of news from GEC will include stories, graphics, photos, and/or videos that will be placed in the rotating banner of the GEC website. The content, graphics, and photos will be provided by the Government Point of Contact (POC). The Contractor will be responsible for finalizing layout and language of the new content to integrate with the existing site, and establish links internally and externally, as appropriate. Quarterly newsletters, from 20 GRECCs, will be uploaded to the GRECC website within 30 days of receipt from the Government POC. This will include organization of newsletters within the following categories; research, education, and clinical. Newsletters will be searchable by GRECC location, category, and fiscal year. Three GRECC newsletters, as selected by the Government POC, will be highlighted under GRECC News Highlights each quarter. Deliverable: Quarterly news postings on the GEC website and quarterly newsletters posted to the GRECC website. Task 3: Search Engine Optimization (SEO) Build SEO into the development of each new section of the Internet sites. Build linking into the development of each new section of the Internet sites and continue link building campaign for inbound referring sites. (e.g. request other key sites to link to new site) Make adjustments to Meta data, titles, text on page, to improve ranking. Identify high ranking search terms and make sure they exist on all pages as approved by the Government POC. Monitor ranking for key terms and phrases. Deliverables: Monthly SEO reports and monthly ranking progress reports for the GEC and GRECC website. Task 4: Traffic Analysis ongoing monitoring and adjustment. Using Google Analytics and Sky Glue, monitor traffic to site GEC and GRECC website. Using Google Analytics, analyze traffic, time on site, page popularity, path analysis etc. to determine user patterns, any site navigation problems make adjustments to page content as needed. Additional tracking features, such as event tracking and virtual page views, with Google Analytics on tabbed pages and downloads, and other potential additions to the site such as videos. Monitor effectiveness of changes. Create monthly reports of ranking and traffic, with recommendations for improvement. Monitor other traffic segments as requested. Deliverables: Monthly SEO reports with traffic analysis using Google Analytics and Sky Glue, with recommendations for improvement. Task 5: Monitoring, user support, and maintenance of the VCP Database Reporting Tool on the VCP website. Monitoring of the VCP Database includes, but is not limited to: Monitoring sites to see if data is being entered. Ensuring that data entered is accurately being reflected in website report. Supporting the VCP users includes, but is not limited to: Providing technical support to the VCP coordinators using the system. This includes adding and deleting VCP coordinators, providing email and phone support during VA business days. Maintenance of the website includes, but is not limited to: Maintaining a server that hosts the VCP.org website and database system. Making modifications to the data entry and reporting screens. Correcting mistakes in formatting, text, or graphics. Updating the database, as needed, within the VCP site. Identifying and repairing malfunctioning links. Attend monthly meeting (1 hour) with Government POC for status and updates. Deliverables: Status reports with POC at monthly meeting. 6. Other Pertinent Information or Special Considerations: The Contractor shall/must have An established access behind the VA firewall An account in Teamsite/ECMS A documented history of producing and maintaining websites that are approved by VA (Web Communications) Pass - Fail Knowledge about long term care and other health services for older adults. Familiarity with the GEC Internet site, GRECC internet site, VCP internet site, and an understanding of how the GEC Internet site content relates to other VA and community websites. Have a contingency plan in place to ensure availability Monday Friday during normal business hours (except for federal holidays). Ensure that the Internet site complies with VA Directive 6102 and supporting VA Handbook 6102 which specifies procedures for establishing and administering VA Internet and Internet sites. These provide standards for site structure, navigation, and page layout. Have experience with the VA s 508 requirements as specified by the 508 office. Coordinate with three different VA groups: VA CMS Support, VA Enterprise Web Infrastructure Support (EWIS), and VA Web Communications personnel, as required, to modify and update the site and ensure that the website complies with current VA Look and Feel standards. Have experience developing websites using HTML, CSS, Java Script, and ASP. Have experience setting up YouTube channels and posting videos that play in embedded format on the GEC website. Be able to use Google Analytics to analyze website traffic and identify where changes can be made to improve performance. Lastly, the contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. 7. Performance Monitoring: The subtasks as well as the deliverables for this project are very well defined and can, therefore, be easily monitored by the Government point of contact that will represent the Government for this process. 9. Place of Performance: The Contractor s work shall be completed on the Contractor s computer. A Veteran Affairs computer shall only be used for testing of the product to be sure it is operational on the Veteran Affairs system. This testing will take place at the Veteran Affairs Puget Sound Health located at 1600 South Columbia Way, Seattle, WA 98108. No travel costs will be paid for the contractor s visits to Veteran Affairs Puget Sound. 10. Period of Performance: See B.3 Price/Cost Schedule 11. Security Requirements: All Contractor employees are subject to the same level of investigation as Veteran Affairs employees who have access to Veteran Affairs sensitive information or access to Veteran Affairs facilities. The background investigation includes the following requirements: 1) Completed documentation 2) Fingerprints 3) Completion of OPM s e-QIP Questionnaire. The Contractor is required to fulfill all of the security requirements. The Contractor, upon completion of fingerprinting, and an initial suitability determination, may be authorized tentative access to start the performance period of the contract, but only on condition of completion of all security requirements. This requirement is applicable to all subcontractor personnel requiring the same access. The contractor shall bear the expense of obtaining background investigations. If the investigation is conducted by the Office of Personnel Management (OPM) through the Veteran Affairs, the Contractor shall reimburse the Veteran Affairs within thirty (30) days. The Contractor shall require access to Veteran Affairs computer network, Veteran Affairs Enterprise Content Management System (ECMS), and Outlook during the period of the contract. Failure to comply with the Contractor personnel security requirements may result in termination of the Contract for default. All Contractor employees who require access to the Department of Veterans Affairs computer systems, perform direct or ancillary health care services and/or have access to sensitive information shall be the subject of a Contractor personnel security background investigation. The position sensitivity for this Contract has been designated as: webmaster low risk. 12. Privacy Officer Language: Information made available to the Contractor or Subcontractor by the Veteran Affairs for the performance or administration of this contract or information developed by the Contractor/Subcontractor in performance or administration of the contract shall be used only for those purposes and shall not be used in any other way without the prior written agreement of the VA. This clause expressly limits the contractor/subcontractor's rights to use data as described in Rights in Data- General, FAR 52.227-14(d) (1). VA information should not be co-mingled, if possible, with any other data on the contractors/subcontractor s information systems or media storage systems in order to ensure VA requirements related to data protection and media sanitization can be met. If co-mingling must be allowed to meet the requirements of the business need, the contractor must ensure that VA s information is returned to the VA or destroyed in accordance with VA s sanitization requirements. VA reserves the right to conduct on-site inspections of contractor and subcontractor IT resources to ensure data security controls, separation of data and job duties, and destruction/media sanitization procedures are in compliance with VA directive requirements. Prior to termination or completion of this contract, contractor/subcontractor must not destroy information received from VA, or gathered/created by the contractor in the course of performing this contract without prior written approval by the VA. Any data destruction done on behalf of VA by a contractor/ subcontractor must be done in accordance with National Archives and Records Administration (NARA) requirements as outlined in VA Directive 6300, Records and Information Management and its Handbook 6300.1 Records Management Procedures, applicable VA Records Control Schedules, and VA Handbook 6500.1, Electronic Media Sanitization. Self- certification by the contractor that the data destruction requirements above have been met must be sent to the VA Contracting Officer within 30 days of termination of the contract. The contractor/subcontractor must receive, gather, store, back up, maintain, use, disclose and dispose of VA information only in compliance with the terms of the contract and applicable Federal and VA information confidentiality and security laws, regulations and policies. If Federal or VA information confidentiality and security laws, regulations and policies become applicable to the VA information or information systems after execution of the contract, or if NIST issues or updates applicable FIPS or Special Publications (SP) after execution of this contract, the parties agree to negotiate in good faith to implement the information confidentiality and security laws, regulations and policies in this contract. The contractor/subcontractor shall not make copies of VA information except as authorized and necessary to perform the terms of the agreement or to preserve electronic information stored on contractor/ subcontractor electronic storage media for restoration in case any electronic equipment or data used by the contractor/subcontractor needs to be restored to an operating state. If copies are made for restoration purposes, after the restoration is complete, the copies must be appropriately destroyed. 13.
