Description

The Internal Revenue Service (IRS) intends to award a sole source award to EBSCO Information Services/EBSCO INDUSTRIES, INC. PO BOX 204661 Dallas, TX. 75320 in support of the IRS Counsel Library. BACKGROUND: The Library purchases and provides access to research resources that are tailored to the legal research needs of the attorneys and paralegals employed by the IRS Office of Chief Counsel. This includes resources on business, economics, finance, plus domestic and international industries. The Library requires a business research platform that will provide the Office of Chief Counsel, and the greater IRS, access to both full-text and peer-reviewed journals along with other resources that provide both current and historical information on business trends, economics, industry resources, and other related subject matters. SCOPE OF WORK: The IRS Counsel Library (hereafter Library) seeks to renew their annual electronic subscription access to an online resource used for business, economic, and psychology/behavioral sciences research, plus upgrade their subscription to include additional psychology content. The Library seeks to renew their annual electronic subscription access to a business research collection, EconLit (full text), a psychology and behavioral sciences collection plus upgrade the subscription to include PsycARTICLES (full text). Award will be made in the form of a Government purchase order, this requirement is under FAR part 13, Streamline Acquisition Division, award shall be made on Best value basis. A determination by the Government to compete this proposed contract is based solely on the discretion of the Government.
