- Naval Supply Systems Command San Diego hereby gives NOTICE OF INTENT TO AWARD A SOLE SOURCE to Siemens to renew service subscription for STAR-CCM+ which is an all-in-one solution that delivers accurate and efficient multidisciplinary technologies in a single integrated user interface. STAR-CCM+ is platform for the simulation of products and designs operating under real-world condition, such as aero-acoustics, fluid dynamics, heat transfer, particle flows, multiphase flows, rheology, solid mechanics, reacting flows, electro-chemistry, and electro magnetics. Refer to the attached sole source justification. Brief Description of Requirement: The Siemens Product Life cycle Management Software Inc. now, named STAR-CCM+, uniquely provides the capability to conduct a complete computational fluid dynamics analysis and simulation, from Computer Aided Design (CAD) model to post-processed simulation results, all within the same tool while incorporating the widest range of physics capabilities required by NAVFAC EXWCs most challenging projects. Siemens Product Life cycle Management Software Inc. also provides a dedicated support engineer who provides responsive support, which ensures the US Navy, get the highest level of productivity out of the tool and reduces program and project risk. This is in contrast to competitive vendors who normally only provide centralized support which lacks the application-specific knowledge and responsiveness of a dedicated engineer. Delivery Date: 01 September 2019 The North American Industry Classification System (NAICS) code is 511210, Software Publishers. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF). Register via the WAWF website https://wawf.eb.mil. Those capable of meeting the requirement IAW the SOW are requested to provide the following information in their response: 1) Current capability that demonstrates your companys ability to meet the above requirement, 2) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number. IMPORTANT NOTES: 1) Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. 2) Respondents may respond via e-mail no later than 08 August 2019, 09:00 am, Pacific Standard Time (PST) to nelson.arias@navy.mil. If no responsible, responsive offers are received by the above date, a sole source contract will be issued to Siemens under the authority of FAR 6.302-1.
