MARKET RESEARCH “ SOURCES SOUGHT. NO SOLICITATION EXIST This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. This information will be used to determine the availability of vendors capable of meeting the Government ™s minimum requirements. NAVSUP Fleet Logistics Center is issuing this SS Notice to determine whether there are potentially qualified SMALL BUSINESS concerns capable of providing Off-site Heat Treatment Services for Naval Air Station Jacksonville, Fleet Readiness Center Southeast (FRCSE). This notice does not constitute a request for proposal, request for quote or invitation to bid. The intent of this notice is to identify potential Offerors for market research purposes and to determine whether to set-aside the requirement for SMALL BUSINESS. NAICS Code: 332811, Equipment Related Services Description/Scope of Work: The Contractor shall provide all labor, supervision, tools, equipment, supplies, and any other necessary items required to perform heat treatment of parts delivered to FRCSE. FRCSE shall be responsible for delivery of parts to the contractor and the contractor shall be responsible for return of the parts to FRCSE. Heat Treatment services will be ordered and delivered on individual task orders calls per the estimated quantities listed. The FRCSE production controller will be responsible for weighing and keeping track of the weight for the heat treatment services. Heat treatment orders will be placed based on when oven failures occur. Each order placed will include the heat treat process or processes that are required for the part(s) and what certification(s) may be required. The contractor shall provide inspection/hardness testing in accordance with ASTM E18 (Standard Test for Rockwell Hardness of Metallic Materials). A certificate of conformance will not be required unless FRCSE deems a part as a Critical Safety Item (CSI). If a part is deemed a CSI, the contractor must provide assurance that the part conforms to all requirements. Upon completion of the repair the vendor shall demonstrate and verify with FRCSE Plant Services personal that the Wire EDM is fully operational and in compliance with the technical specifications. It is anticipated that any resulting solicitation will be for a Firm- Fixed-Price (FFP) contract, with a Product Service Code (PSC) of J016 and NAICS Code of 332811 with a size standard of 750 Employees. SUBMISSION REQUIREMENTS: Responses to this Sources Sought (SS) notice shall not exceed two (2) pages and shall be prepared using Times New Roman font no smaller than 12 point. The technical capabilities statement shall include: A cover page containing the company ™s name, address, CAGE code, DUNS number, years in business, affiliate information, parent company, joint venture partners, NAICS code 332811, business size/socio-economic status, Government business point-of-contact name, phone number, and email address. No reimbursement will be made for any costs associated with providing information in response to this SS notice or any follow-up information requests. No telephone calls requesting a solicitation package will be accepted because there is no solicitation at this time In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the Technical Point of Contact (TPOC) will not be provided and no appointments for presentation will be made.
