- The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive "Winner-Take-All" solicitation for FY20 - FY24 full-rate production of the Surface Electronic Warfare Improvement Program (SEWIP) Block 3 Electronic Attack (EA) Subsystem and ancillary equipment, including the integration of each EA Subsystem with a Government Furnished AN/SLQ-32(V)6 to form and deliver a complete AN/SLQ-32(V)7 system. There are two configurations of the EA Subsystem, the Hemisphere and Quadrant. The Hemisphere configuration is designated for installation on Arleigh Burke Class DDGs; it shall be manufactured and assembled in accordance with the Technical Data Package (TDP) provided as government furnished information (GFI). The Quadrant configuration is designated for Nimitz and Ford Class Aircraft Carriers (CVN) and Wasp Class Landing Helicopter Deck (LHD) amphibious assault ships. In order to install on CVN and LHD, a limited Quadrant design modification is required as part of the anticipated contract requirements. All Quadrant configuration related items shall be manufactured, assembled and tested in accordance with the Contractor's furnished TDP. NAVSEA intends to award one (1) Firm Fixed Price (FFP) / Fixed Price Incentive Firm (FPIF) contract resulting from this solicitation. IMPORTANT : In order to receive GFI and be considered for contract award, each company must have a SECRET facility clearance before receipt of GFI. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. There will be classified attachments for the solicitation phase. Technical documents and other Government Furnished Information for the solicitation phase will be provided by mail as well as in a library (referred to as the "Bidder's Library"), located on the Naval Systems Engineering Resource Center (NSERC) website, with restricted access. Questions regarding this announcement shall be submitted in writing via e-mail to the Contract Specialist and Contracting Officer's email addresses using attachment J-S2. Responses to questions will be made publicly available to this presolicitation announcement. Verbal questions will not be accepted. Questions shall not contain classified information. GFI ACCESS : Offerors will be required to have an NSERC account to gain access and view the documentation in the Bidder's Library. Attachment J-S3 of this pre-solicitation notice provides offerors with the necessary steps to obtain both an NSERC account and approval to access to the Bidder's Library, as well as to receive mailed GFI. Supplemental information that further details and supports this effort is available via the Bidder's Library. Interested parties are encouraged to continuously monitor the Bidder's Library for periodical updates.
