- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs, Central Texas Veterans HCS, Temple, Texas intends to award a Firm-Fixed Price contract for the purchase of Grease Trap Cleaning Service. (See attached for a description of items). The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule (FSS) items. If you have these items or similar items on FSS, please respond with your FSS Number. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 562998. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business Opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. ***Brand-name or equal accepted. *** Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. LOCAL STOCK NUMBER: SERVICE STATEMENT OF WORK Temple VA Grease Trap Service 674-19-4-5065-2528 SCOPE: Provide all labor, supervision, material, equipment to scrape, degrease, pressure wash and pump the grease traps located at Buildings 163 and 202 at the Temple VA in Temple, Texas. GREASE TRAP PUMPING TEMPLE VA Building 163 - 6000 Gallons Building 202 - 750 Gallons Pumping up to 6,750 gallons with scraping quarterly (every 90 days)- 3 quarters WITHOUT power washing. GREASE TRAP PUMPING TEMPLE VA Building 163 - 6000 Gallons Building 202 - 750 Gallons Pumping up to 6,750 gallons with scraping quarterly (every 90 days)- 1 quarters WITH annual power washing. CONTRACTOR RESPONSIBILITIES: The Contractor shall ensure that proper protection and barriers are in place to deter traffic and safe guard area from vehicles and pedestrians. SCHEDULE OF WORK: The Contractor shall notify the Project Manager (PM) Mr. Michael Stanley, Engineering Building 53, phone: (254) 493-6226, prior to start of work. The Contractor shall schedule and coordinate work through the PM. Services shall start within 30 days from the contract award date and work shall be completed within 320 days of start date. HOURS OF WORK: The normal hours of work are from 0800 to 1630 (8:00am to 4:30pm) Monday through Friday. Work shall be performed during normal work hours. Work to be performed in other than normal hours shall be approved by the Project Manager at no additional cost. WORKMANSHIP: All work under this contract shall be performed in compliance with local codes. Work shall be accomplished by Technicians that are skilled in this trade. All work will be conducted to VA standards and follow City code of Ordinance grease interceptors set by the City of Temple. Section 38-144(2)(b) DAILY PROGRESS REPORTS: The Contractor shall notify PM at completion of work for inspection of workmanship and functionality. WORKING CONDITIONS: The building s will be occupied, and Government operations will continue on a normal basis for the duration of the contract. The Contractor shall take all precautions to ensure that his operations are conducted in a manner so as not to interfere with the normal operation of the Temple VA. The Contractor shall execute work in a safe manner and shall not subject personnel to unsafe conditions. The Contractor shall provide safety barricades, devices, and equipment to protect personnel and property. Take all precautions to protect the building and its occupants during the service period. BADGES: All Contractors are required to notify the Project Manager on arrival to start work each day. Contractor badges shall always be worn. SITE VISIT: The Contractor shall visit the site to determine the full extent of the work. DISPOSAL: Disposal of materials, grease, sludge and trash are the Contractor s responsibility. CLEAN-UP: All affected areas that are serviced will be cleaned and inspected prior to completion. The Contractor shall keep the area picked up and free of debris. TEMPORARY FACILITIES: N/A SAFETY AND FIRE: Egress must be maintained for emergencies. PERMITS: N/A WARRANTEE: The contractor shall warrantee work to be free of defects and workmanship for a period of 1 year from date of acceptance. QUALITY ASSURANCE: The Project Manager will inspect all work at completion. SERVICE REPORTS: Service Report will be completed for each system that is cleaned and pumped. Contractor will forward the appropriate mandated forms, manifest and information to City of Temple Department of Public Works Environmental Programs. Tags rated for wet locations will be affixed in a location of each system, noting the date of the present cleaning and the next scheduled cleaning date.
