- Synopsis: This notice is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a Sole Source Firm-Fixed Price Contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements., and is not a request for competitive quotes. The Department of Veterans Affairs, Employee Education Services intends to award a firm-fixed price sole source contract to the contractor American Heart Association (AHA). This contract will include: 1. Title of Contract: CAE Service Maintenance Contract for three (3) CAE Healthcare Simulation System Devices; Human Patient Simulator (HPS), Vimedix Ultrasound Simulator, and Athena Female Manikin 2. Background: The Employee Education System SimLEARN National Simulation Center, which contains equipment and technical systems, in support of VA-wide education services. The critical equipment supporting these national services to VA healthcare providers as training tools. A major component of the National Simulation Center is it Simulation and training systems which requires regular preventative maintenance to sustain proper operation and support the healthcare providers continued education and training for our veterans. The Human Patient Simulator, Vimedix Ultrasound Simulator, and Athena Female Patient Manikin all are costly training instruments (all three simulators are owned by the government). Each is simulator is comprised of highly advanced technologies and each contain an array of interdependent systems. The three items are approximately halfway into their expected shelf life for this type of equipment. It is imperative that a service maintenance contract is put in place to expedite simulator failures/costly breakdown repairs. Such instances would impair the mission completion of National Simulation Center s mission. 3. Scope of Work: The Contractor shall provide the VA-EES, SimLEARN all necessary equipment, labor and materials for the repair of the CAE Human Patient Simulator, Vimedix Ultrasound Simulator, and Athena Female Patient Manikin and their simulation training system and accessory components need for operation. The Contractor shall provide all resources, labor, equipment, tools, materials, and supervision necessary to perform annual preventative maintenance and service for the VA-owned Human Patient Simulator, Vimedix Ultrasound trainer and Athena Female Manikin. 4. Period of Performance: Period of performance shall be from August 30, 2019 through August 29, 2020 with one (1) one year option.
