Description
The Contractor shall furnish a successful proposal that is approved by the regulatory authorities (e.g. National Health Physics Program, the US Nuclear Regulatory Commission, and EPA, etc.) to decommission and remove a Cyclotron model RDS-112 and bring the exiting space into a general reusable space. The Contractor shall provide decommissioning and removal plans, transportation and disposal plans, and then complete demolition, removal, and construction of all affected walls, floors and ceilings. The Contractor shall have hands on experience and have successfully decommissioned at least 3-6 Cyclotrons [RDS-112] within the last six years and transformed the existing space for unrestricted usage. Due to the safety and regulatory concerns involved, personnel performing this work and those supervising the workforce must be approved by regulatory agencies based on having had broad and in-depth education and safety training. The Contractor shall have the knowledge, expertise, manpower, tools, transportation, licenses and resources to decommission, remove the Cyclotron, and dispose of all hazardous materials. All work shall be performed in accordance with all laws, ordinances, building codes, rules and regulations applying to the work, including, but not limited to VA, Federal, State, County, City, Industry Design Guides, codes, standards, regulations and policies. Contractor shall work with the COR to minimize construction impact to the daily operations of the West Haven VAMC. The construction cost range for this project is between $500,000 to $1,000,000. The applicable NAICS Code is 562211 and the size standard on $38.5 Million. The Veterans Health Administration (VHA), Network Contracting Office 1(NCO1) requires an experienced, licensed, and authorized Contractor to remove a Cyclotron and return three rooms to a safe standard for unrestricted usage. This procurement is a 100% small business set-aside. The award will be based on FAR15.101-1, Best Value Continuum where a tradeoff is appropriate when it may be in the best interest of the Government to consider award to other than lowest priced offeror or other than the highest technically rated offeror. All evaluation factors other than price, when combined, are significantly more important than price. Evaluation Factors will include Technical Evaluation of Experience, Past Performance and Price. The solicitation package shall be available after 8/20/19. The date for receipt of offers will be scheduled for 30 calendar days after issuance of the solicitation. All relevant solicitation documents, including specifications, drawings, may be accessed for download on the date of issuance at the following website: http://www.fbo.gov. Any amendments to the solicitation will be posted solely to this web site. It is the responsibility of the offeror to verify the number of amendments issued. All offerors must ensure registration is active, current and accurate in SAM. Offerors must be both VISIBLE and VERIFIED by the Department of Veterans Center for Verification and Evaluation (CVE).
