- The Lebanon Veterans Affair Medical Center (LBVAMC) anticipates soliciting an offer and subsequently awarding a single, Firm-Fixed-Price contract that will be the Best Value to the Government based on evaluation factors and price, to be released in an upcoming solicitation. The project will be for the selection of a prime contractor (construction partnering with an architect/engineering firm) to provide design-build services necessary for completion of designs and the construction of Cooling Tower Renovation (a Design-Build project). Note: This notice is NOT a request for proposal at this time. Project Scope Summary The Design Build team shall provide all, labor, materials, tools and equipment, and design-build services necessary for design and construction of a project described here along with other specified tasks as further defined in a request for proposal (RFP) for renovation of Project No. 595-11-135, Cooling Tower Replacement. The project shall be designed and completed in accordance with VA Criteria, EPA requirements, VA Specifications and developed specifically to meet local requirements for the LBVAMC in Lebanon PA. Under a previous contract in 2011 to early 2012 this project was designed to 100% completion. Since the completed design, there has been energy saving advancements in cooling tower designs as well as their appurtenances. These advancements may affect pipe and pump sizes. In addition, there have been design changes to the chillers, which will also affect the current piping system from the 2012 design. The resultant contract of this procurement is to provide required design completion of the referenced project and perform construction of completed design work. Selection/Administration: This project is a Best Value two-phase design-build solicitation. ONLY firms that are 100% SDVOSB will be allowed to participate in Phase I of the solicitation. The Phase I proposals will be evaluated to determine which offerors will be selected to make an offer in Phase II of the solicitation. The Request for Proposal shall set forth the requirements for responding to Phase 1 of the solicitation as well as all evaluation factors for both Phases I and Phase II. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulations (FAR) Parts 36.3 and 15 and will be evaluated in accordance with the evaluation factors therein. The solicitation will be advertised as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set aside. Applicable NAICS codes is 238220, Plumbing, Heating, and Air Conditioning, with a size standard of $15.0 million. The solicitation will be issued on or about Tuesday August 21, 2019. The period of performance for the project shall be 455 calendar days from the Notice to Proceed issue date.
