- The Centers for Disease Control and Prevention (CDC) intends to award a fixed-price contract on a sole source basis to Strategic Innovative Solutions, LLC, St. Petersburg, FL for information technology (IT) data management service to update and maintain laboratory data workflows and organization. The data management Vendor shall assess the needs of Government staff and projects, defer to and use policy, guidance and resources provided by Enterprise IT Portfolio Office (EITPO), NCEZID IT Governance Council, CDC QMS, Scientific Computing (SciComp) Services, ELIMS Team, Information Technology Services Office (ITSO) including its Applications Hosting Branch (AHB) and other relevant Government parties, and draw upon the Vendor's data management expertise. This allows the Agency to streamline data management and meet quality standards listed in the Agency data management policy. This requirement is a follow-on purchase order contract to contract #75D30118P02651. The Government has invested considerable time and money on informing and working with the Vendor, and to use another Vendor for this work would require substantial time for a new Vendor to re-perform some of the work already performed under the previous contract. This would create significant delays for the Government, as well as increased costs for the Agency. The Vendor has a unique understanding of the data, needs and policies to effectively develop and implement a data management policy for the Government within the anticipated Period of Performance. The Vendor has written extensive code processing the Government's data. The Vendor is able to quickly transition from the previous contract to the anticipated contract. A new Contractor will require a transition period for information gathering and reading previous code, which delays progress and requires additional time and attention of Government staff. The North American Industry Classification System Code (NAICS) for this requirement is 541519 Other Computer Related Services with a size standard of $27.5M. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part FAR 13.106-1 (b) and 10 U.S.C. 2304 (c) (1).
