- Naval Information Warfare Center Atlantic (NIWC Atlanta), N. Charleston, SC, intends to modify existing contract N65236-15-C-1009 by extending the contract expiration date from 10 SEP 2020 to 10 SEP 2022. This modification is required to support shifts in the schedules for the modernization and shipbuilding installations for the design and system engineering support services of the Integrated Voice Network (IVN) for various Navy vessels. The contract was awarded on a competitive basis to Avaya Federal Solutions, Inc. Avaya is the original designer and manufacturer of the required IVN system and holds proprietary rights to all the software and hardware associated with the current IVN System. This action is being pursued under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR 6.302-1(a)(2)), only one responsible source and no other supplies or services will satisfy agency requirements. This Notice of Intent to modify this contract is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition of the work required would be advantageous to the Government.
