- This is a Sources Sought only. The Department of Veterans Affairs (VA) is performing market research to determine if there are any vendors with economic status of Service Disabled Veteran Owned, Veteran Owned, Women Owned, and other Small Businesses that can provide Temporary Staffing of a Licensed Cytotechnologist also known as Cytologist at its on-site laboratory in Martinez and Mather CA. Historical data projects the requirement is for (1) one Cytotechnologist at approximately 15 hours a month or 4 hours a week. The anticipated period of performance is November 1, 2019 through October 31, 2020 with up to 4 option years. The socio-economic status of the responders will assist in the determination of the type of set-aside, if any. Summary of Work The Department of Veterans Affairs has a laboratory at its campus in Martinez and Mather and seeks contractor support to provide cytopathology to screen slides on site. Contracted Cytologist to screen approximately 2,000 slides over a year s time period. The VA pays per hour worked. VA business hours are from 8:00 a.m. to 4:30 p.m., and no work may be performed on Federal holidays. The contract Cytologist(s) shall have a current license to practice as a Cytologist in a State, Territory, or Commonwealth of the United States or the District of Columbia. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance. Scope of Service: Contract Cytologist(s) (as appropriate and within scope of practice/privileging) shall be responsible for screening cytopathology slides for the VA NCHCS, Pathology and Laboratory Medicine Service to include: When given cervicovaginal cellular samples, the cytotechnologist will be able to microscopically identify and discriminate among the following entities: Specimen adequacy Cellular constituents within normal limits Cellular changes associated with infections Reactive and reparative cellular changes, including inflammation, effects of therapy, effects of mechanical devices, and effects of diethylstilbestrol exposure Epithelial squamous cell abnormalities, including atypical squamous cells of undetermined significance, low-grade and high-grade squamous intra-epithelial lesions, and squamous cell carcinoma Glandular cell abnormalities, including presence of endometrial cells, atypical glandular cells of undetermined significance, and adenocarcinoma Nonepithelial malignant neoplasms Extrauterine malignant neoplasms Hormonal evaluation When given a cellular preparation, the cytotechnologist will be able to detect with a high level of accuracy, select, and clearly mark the cells most representative of the nature of any pathologic process present. On detection of cellular manifestations of disease, the cytotechnologist will be able to develop a differential diagnosis based on the cellular evidence in conjunction with Current histologic and cell block specimens Pertinent cognitive knowledge and clinical data Knowledge of the significance of symptoms Knowledge of the various modes of treatment Review of previous patient material The Cytotechnologist will be able to prepare a report using a contemporary and uniform system of diagnostic terminology for gynecologic specimens (such as the Bethesda System or its equivalent) and nongynecologic specimens. The cytotechnologist will demonstrate ability to read and evaluate published professional literature for its pertinence and reliability and use this information in the preparation and evaluation of specimens. The cytotechnologist will be able to incorporate quality control and assurance measures in the preparation and microscopic evaluation of specimens as required by appropriate accrediting agencies and regulatory programs.
