Page 2 of 2 Presolicitation Notice Prescription Eyeglass VISN 7 36C247-19-R-0126 The contractor shall provide prescription eyeglasses at the firm-fixed prices specified in the attached Schedule of Supplies and Services. The price for a single pair of prescription eyeglasses shall be all inclusive and include all parts, materials, labor, delivery, and manufacturing services required per pair.   VISN 7 furnishes an estimated 128,800 pairs of eyeglasses annually to eligible veterans. The PWS requires optician services at each of the VISN 7 locations. The areas serviced are Atlanta GA, Augusta GA, Birmingham AL, Charleston SC, Columbia SC, Dublin GA, Central Alabama, Tuskegee AL, and Tuscaloosa AL. The contractor shall fabricate all eyeglasses in strict conformance to the eyeglass prescription that has been provided by the VA Clinic Team, Chief, Prosthetics, and/or authorized designee. The contractor shall not add or substitute components or alter the beneficiaries' prescription in any way without prior approval and written authority from the VA Clinic Team, Chief of Prosthetics, Contracting Officer Representative (COR) and/or authorized designee. All items provided by the contractor shall be new. The Government contemplates a single contract award, firm-fixed price, negotiated procurement. Services will be paid as required for service used. The acquisition will be solicited as a total set aside for Service Disabled Veteran Owned Companies. The applicable NAICS code is 339115 entitled Ophthalmic Goods Manufacturing, with a size standard of 1000 Employees. The product service code is 6540. The anticipated release date of the RFP is August 8, 2019. The Government will evaluate proposals and select the successful offeror using the best value approach. This process permits tradeoffs between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best value contract award based on established evaluation criteria. The Performance Work Statement is provided in its entirety as an attachment to this notice. Offerors are reminded to closely adhere to the submission instructions.
