- SYNOPSIS Seaweb and Seaweb Movement Database subscription with four (4) option year renewals The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division (ASD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase a one-year single-user subscription to the IHS Global, INC. Seaweb and Seaweb Movement Database with the option to renew four (4) additional years. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to IHS Global. EPA has identified IHS Global as the only contractor able to meet the requirements of this acquisition. The EPA Assessment and Standards Division (ASD) has a requirement for the purchase of a single-user subscription to the IHS Global Seaweb and Seaweb Movement Database with the option to renew four (4) additional years as they are comprehensive maritime databases that provide both detailed information about the characteristics of individual ships in the world marine fleet vessels and their movement histories that is at the level of detail needed to characterize and understand the industry with regard to air emissions and energy efficiency requirements. This procurement will be accomplished under the simplified and commercial item procedures under FAR Part 12 and 13. Interested firms may identify their interest and capability to respond to the requirements within 15 calendar days of the date of publication of this notice. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. This documentation shall establish the respondent has the ability to meet all the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
