- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 68HE0819Q0006. The solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-03, effective date 7/12/2019. It is the vendor ¿s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed at https://www.acquisition.gov/ and https://www.ecfr.gov/cgi-bin/text-idx?c=ecfr&tpl=/ecfrbrowse/Title48/48cfrv6_02.tpl. The associated NAICS code for this solicitation is 334519, Other Measuring and Controlling Device Manufacturing (size standard: 500 employees). The intent of this combined synopsis/solicitation is to obtain quotes for a firm fixed price contract to purchase two (2) new Lumex RA915M Mercury Analyzers with two (2) Trade-Ins. A complete description of the requirement is on the attached price schedule. Lumex Brand is required. The anticipated award shall be firm fixed price. All offerors shall complete and submit Attachment 2 entitled ¿Offeror Information Sheet and Price Schedule ¿ with their quote. Offerors shall provide contact information for three (3) references. All offerors shall return a signed SF18 and any issued amendments. **Past performance is a measure of the degree to which the Contractor has satisfied customers in the past. For this requirement, the Contractor ¿s past performance will be considered by the CO as part of the responsibility determination, but not as an evaluation factor in the quote evaluation process. Assessment of the Contractor ¿s past performance will be based on one or more of the following: 1. The contracting officer ¿s knowledge of and previous experience with the supply or service being acquired; 2. Customer surveys, and past performance references; 3. The Government wide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov; or, 4. Any other reasonable basis. The Contracting Officer will evaluate the offeror ¿s quote on the basis of information furnished by the offeror, or identified in the submitted quote, that is reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information about the services to be provided or the offeror ¿s qualifications that are not identified in the submitted quote. The provision at 52.212-2, Evaluation ¿Commercial Items, applies to this acquisition. Award will be made in accordance with FAR Part 13 to the lowest priced, technically acceptable quote that meets solicitation requirements. The government intends to make award without communications with offerors; therefore, the offeror ¿s initial quote should be clear and complete and contain the offeror ¿s best terms from a price and technical standpoint. The Government reserves the right to conduct communications if later deemed necessary. The Government further reserves the right to reject any or all quotes if such action is in the Government ¿s best interest.
