- 1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.a. Project Title: Steam Trap Survey 1.b. Description: VA Long Beach Healthcare System is seeking a contractor to provide a survey and test of the steam traps throughout the Medical Center. 1.c. Project Location: VA Long Beach Healthcare System, 5901 East 7th Street, Long Beach, CA 90822 1.d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26219Q1024. 1.e. Set Aside: This solicitation is issued as a small business set aside. 1.f. Applicable NAICS code: 238220 1.g. Small Business Size Standard: $15 Million 1.h. Type of Contract: Firm Fixed Price 1.i. Period of Performance: 90 days from contract award 2. Statement of Work 2.a. Purpose. The purpose of this contract is to develop a comprehensive survey of the location, make/model and condition of steam traps throughout the Medical Center. The Contractor shall provide all necessary labor, supervision, equipment supplies and materials to provide a written report and recommendations at the conclusion of the contract. 2.b. Background. Properly functioning steam traps open to release condensate and automatically close when steam is present. Failed traps waste energy reduce steam distribution efficiency, compromise steam utilization, create safety hazards and often are the root cause of steam utilization equipment failure. This project will survey facility steam traps and document, via written report, their condition. Failed steam traps negatively impact the entire steam system, including the boiler plant. 2.c. General Requirements. 2.c.1. The Contractor shall survey and document the condition of Steam Traps throughout the facility. This project does not include repairs to failed or failing traps. 2.c.2. The steam utility shall not be shut-down, or branches shut-off, unless approved by COR. 2.c.3. Where piping insulation is removed or damaged by the contractor, he/she shall be restored the insulation to as-was-existing condition. 2.c.4. Steam trap surveyor reporting to the job site shall be a Certified Energy Manager 2.c.5. Steam trap surveyor reporting to the job site shall be certified as an OSHA competent person (30-hours of OSHA training) 2.c.6. Steam trap surveyor reporting to the job site shall be OSHA certified for confined space entry. Furthermore, the contractor shall submit the company s OSHA compliant program for working in Confined Spaces, fully inclusive of their emergency procedures. The program shall be approved by a VA safety specialist through the COR. 2.c.7. Contractor shall be aware that confined spaces at VALB include steam pits and HVAC chases. 2.c.8. Contractor shall wear proper PPE when working around active steam lines. 2.c.9. Steam trap surveyor reporting to the job site shall be factory trained and certified on the Handheld Trap Tester employed. Note that approximately 80% of all traps at the VALB facility are Armstrong. 2.c.10. Contractor must have past performance in performing Steam Trap Surveys at a minimum of two (2) similar sized facilities. 2.c.11. All contractor personnel shall comply with the rules of the station. Participate in informal meeting when called by COR. 2.c.12. Contract Duration: Duration for this contract shall be 60-calendar days. 2.c.13. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas. 2.d Specific Tasks: 2.d.1. Perform facility wide steam trap survey to include all buildings served by the steam utility. These buildings include, but are not limited to: 1,2, 5A, 6, 7, 8, 126, 126OP, 128, 133, 138, 149, 150, 164,165, 166, connecting corridors, and utility buildings serving these buildings. The quantity of traps surveyed shall not exceed 400-units. Should quantity exceed 400-units, the contractor will notify the COR. Contractor shall coordinate with the VALB Pipe Shop to ensure all traps are identified. 2.d.2. Trap Identification: 2.d.2.a. Assign a unique number to each steam trap 2.d.2.b. Documenting each trap with photo(s) for easy trap identification. Photos will be from a wide angle to identify the trap location among the piping. 2.d.2.c. Identify location of trap on Architectural plan sketches. The traps shown shall include trap identification number. Each sketch shall have a unique sheet number that includes building number and floor (e.g. 126-B implies, Bldg. 126 Basement). Ensure room numbers are on the sketches. Sketches shall be furnished by VALB. 2.d.2.d. Each trap will be identified by the manufacturer, model, type, size, inlet pressure, factory-stamped pressure, application, and any further information when required to fully document the trap (i.e. isolation valve configuration, check valve, strainer, bypass, etc.). 2.d.3. Trap Testing. 2.d.3.a. Each trap will be tested by one or combination of the following methods: block to atmosphere or a steam trap testing device. The steam trap testing device shall be the Armstrong SAGE UMT steam trap tester or COR approved equal. 2.d.3.b. Contractor shall purchase as new the handheld steam trap tester to be used on this job. Once job is completed and final report accepted, the tester shall be delivered to the COR and shall become property of the Government. 2.d.3.c. The testing device will employ a piezoelectric acoustic sensor tuned specifically for the unique audio conditions found in steam traps as well as a non-contact infrared temperature sensor. The devices will work on all manufacturers and models of steam traps. 2.d.3.d. Trap Condition Cataloging and Documentation shall include, but not be limited to: 2.d.3.d.1. Common designators: 2.d.3.d.1.a. BT - Straight Blow Through 2.d.3.d.1.b. LK - Some Type of Leakage 2.d.3.d.1.c. RC - Rapid Cycling 2.d.3.d.1.d. OK - Trap Functioning Properly 2.d.3.d.1.e. CP - Cold Plugged 2.d.3.d.1.f. OS - Out of Service 2.d.3.d.1.g. FL - Flooded - Condensate load exceeds capacity of trap. 2.d.4. Raw data will be provided in Microsoft Excel format. 2.d.5. In addition to steam trap cataloging and conditions the contractor shall: 2.d.5.a. Note any improper trap sizing or traps that are misapplied 2.d.5.b. Irregular piping configurations or other equipment issues that could result in system problems. These include but are not be limited to: Heat exchangers, air coils, pressure reducing valves, condensate pumps, sterilizers, and filters. 2.d.6. Recommendations. Defective or misapplied traps shall include recommendations for corrective such as: Clean, rebuild, replace, redesign, etc. 2.e. Final Report. 2.e.1. Consolidate all trap data, condition, photos, recommendations etc., in a report. Provide hard copy, digital copy, and raw data to the COR. The report shall contain trap population data and trap conditions for the entire population of steam traps as well as being segregated by building, floor, room number (established from architectural plan sketches), application, manufacturer, and style of trap. The report shall contain estimated losses in lb/hr of steam as well as dollars wasted per trap. Report shall tally up gross estimates in steam lb/hr and dollar value for the entire facility. 2.e.2. Submit final report in duplex, binder bound with project name prominently identified on front cover and spline. Content shall be divided by building. Each building section shall include all trap information and data for that particular building only, inclusive of architecture plan sketches. Include a summary section in the beginning of the report that includes gross steam and dollar loss estimate for the facility and general statement of the condition on the steam traps. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, dated 5/6/2019. The following provisions and clauses apply to this solicitation and can be found in enclosure 2. 3.a. FAR 52.212-1, Instructions to Offerors Commercial Items 3.b. A site survey will be conducted at 10am on Tuesday, August 6, 2019. Participants will meet near outside of the pipe shop on the South-East corner of bldg 5. Submit written offers in accordance with the following instructions, as well as Addendum to FAR 52.212-1, Instruction to Offerors. Oral offers will not be accepted.
