Statement of Objectives for Procurement of Spot Coolers and Remote Area Lighting Systems Department of Veterans Affairs Southeast Louisiana Veterans Health Care System July 22, 2019 Statement of Objective (SOO) Project Name: Procurement of Portable Spot Coolers and Remote Area Lighting Systems Southeast Louisiana Veterans Health Care System 2400 Canal Street New Orleans, LA 70119 INTRODUCTION The Southeast Louisiana Veterans Health Care System (SLVHCS), Facilities Management Service (FMS) is responsible for the coordination of all building management services including Maintenance and Repair. In preparation for emergency situations or in-operative HVAC units and lighting, SLVHCS is seeking a vendor to supply a total of seventeen (17) Spot Coolers, ten (10) Remote Area Lighting systems, seventeen (17) Ceiling Tile Kits, and seven (7) Condensate Pumps for use at the medical center and community-based outpatient clinics. This total includes eight (8) 1.5-Ton Spot Cooling Units, and nine (9) 1-Ton Spot Cooling Units. Also included are five (5) 4 lamp head, Remote Area Lighting systems; five (5) 2 lamp head, remote Area Lighting systems; eight (8) 12 Ceiling Tile Kits; nine (9) 10 Ceiling Tile Kits; and seven (7) 115V Condensate Pumps. SCOPE This is a supply only requirement for seventeen (17) Spot Coolers, ten (10) Remote Area Lighting systems, seventeen (17) Ceiling Tile Kits, and seven (7) Condensate Pumps. The successful vendor shall supply mobile Spot Coolers, ceiling kits, condensate pumps, and remote area lighting systems that provides the functionality and convenience to be easily moved into areas of need throughout the medical center and community-based outpatient clinics. The Spot Coolers shall operate on typical dedicated 110-120v / single phase / 20 amp / 60Hz single phase outlet. Cooling Units need to be able to cool a minimum area of 300 square feet. The Remote Area Lighting systems shall be foldable with dual AC/DC power source and a voltage of 12 VDC/ 5.4 Watts lamp. Lamp shall be LED, with a 50,000hr minimum rated life. The Spot Coolers shall have the capability to be automatically set and / or calibrated to a specific temperature, powered on, and set in stand-by mode for the room temperature to drop below the desired temperature. The units shall also have the capability to be manually turned on/off to assist the existing cooling units. The Remote Area Lighting systems shall include remote controlled activation, multi-terrain trolly, 12V power supply port, extendable poles, and a 110V charging cord. The Spot Cooling units shall not require doors to the room to be left open to avoid creating security issues. Upon delivery and receipt/acceptance, training shall be provided by a manufacturer s certified technician on the use, operation, and maintenance of the portable cooler units and lighting systems. A manufacturer s operations manual shall be included with each of the Cooling units and the lighting systems. SPECIFIC TASKS The contractor shall coordinate procurement and delivery of seventeen (17) Spot Coolers, ten (10) Remote Area Lighting systems, seventeen (17) Ceiling Tile Kits, and seven (7) Condensate Pumps. This total includes eight (8) 1.5-Ton Spot Cooling Units, and nine (9) 1-Ton Spot Cooling Units. Also included are five (5) 4 lamp head, Remote Area Lighting systems; five (5) 2 lamp head, remote Area Lighting systems; eight (8) 12 Ceiling Tile Kits; nine (9) 10 Ceiling Tile Kits; and seven (7) 115V Condensate Pumps. Items shall be delivered in manufacturer s sealed boxes. Items shall be inspected on-site for damage upon delivery. Contractor shall provide detailed training demonstration for Spot Cooler, Ceiling Tile Kits, Condensate pumps, and light system operation/troubleshooting/maintenance to Facilities Management Service staff. Contractor shall provide the Government with a minimum of 1-year warranty for parts and labor, with all associated necessary warranty formwork, and training manuals. DELIVERABLES The Contractor must be able to provide a quote on all line items. This is a all or nothing requirement. If you cannot provide all line items do not submit a quote. The Contractor shall provide with the pricing quote, a manufacturer s description for the types of Spot Cooling Units, Ceiling Tile Kits, Condensate pumps, and lighting systems to be supplied. This will aid the VA s evaluation and approval prior to award. The contractor shall provide the Spot Coolers, Ceiling Tile Kits, Condensate pumps, and lighting systems within 30 days after contract award. Contractor shall provide a one-year warranty on labor, materials, and equipment from the date of acceptance. PLACE OF PERFORMANCE Southeast Louisiana Veterans Health Care System Facilities Management Service 2400 Canal Street New Orleans, LA 70119 PERIOD OF PERFORMANCE The Contractor shall complete the delivery within 30 calendar days after contract award. HOURS OF OPERATION Deliveries are accepted by Logistics at the loading dock from 0730am - 3:00pm, Monday Friday. All changes, to any section of this contract, shall be made only by the Contracting Officer pursuant to a properly executed modification. The types of actions within the purview of the COR s authority are to ensure that the Contractor performs the technical requirements of the contract, and to notify the Contracting Officer of any deficiencies observed. A Letter of Designation shall be issued to the COR and a copy shall be sent to the Contractor at the time of contract kickoff meeting or post-award conference setting forth in full the responsibilities and limitations of the COR.
