- The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to repair and upgrade services to the Clean Lasersysteme Hand-Held Ablation Unit, Model CL300 to Adapt Laser Systems, LLC (a large business). Clean Lasersysteme GmbH is the OEM and has authorized Adapt Laser Systems, LLC as the only trained service provider in the United States. This sole source acquisition meets the conditions of FAR 13.106-1(b)(1) and is not a request for competitive quotes; however, all interested parties who believe they can meet the requirements should contact kenneth.b.brown4@navy.mil. This notice does not constitute a request for proposal, request for quote or invitation to bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for SMALL BUSINESS. The Contractor shall repair and upgrade the above stated equipment. The contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, Florida State Law(s), Occupational Safety and Health Administration (OSHA) regulations, and Navy regulations. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received by 4:00 PM ET, 05 August 2019, the contract will be awarded without further notice. It is anticipated that any resulting solicitation will be for a Firm- Fixed-Price (FFP) contract, with a Product Service Code (PSC) J036 and NAICS Code of 811310 with a size standard of $7.5 Million. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 3 calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
