- UNITED STATES DEPARTMENT OF VETERANS AFFAIRS NETWORK CONTRACTING OFFICE 9 NOTICE OF INTENT TO SOLE SOURCE / SOURCES SOUGHT NOTICE On behalf of the Tennessee Valley Healthcare System (TVHS), Network Contracting Office (NCO) 9 intends to award a firm-fixed price task order against Carahsoft Technology NASA Solutions for Enterprise-Wide Procurement (SEWP) contract NNG15SC27B for procurement of the following: Maintenance and support of the PowerScribe 360 Radiology Voice Recognition Dictation and Reporting System and Software The anticipated statutory authority permitting limiting the source for the requirement is FAR 16.505(b)(2)(i)(B) - Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The contractor shall provide support for Veteran Integrated Service Network (VISN) 9 Nuance PowerScribe 360 including licensing for 523,000 dictations per year. Service shall include all five (5) VISN 9 facilities including Tennessee Valley Healthcare System (Nashville and Murfreesboro Campuses), Memphis, Mountain Home Healthcare System (including Knoxville CBOC), Louisville and Lexington Healthcare System (Troy Bowling and Franklin R. Sousley Campuses). Professional services are required for version upgrade project management, data migration and training. The contractor shall provide maintenance and support for the PowerScribe system to ensure system availability and functionality for radiologists throughout VISN 9. The contractor shall maintain functionality, security, and compatibility with more current server operating systems and other dependencies. VISN 9 requires professional services to upgrade to version 4.x. during the base year. Professional services include project management, data migration and version specific training as required. The intended procurement will be classified under North America Industry Classification System (NAICS) 541519 with a small business size standard of $27.5 Million. This notice of intent is not a request for offers. However, all responsible sources may submit a capabilities statement that proves by the preponderance of the evidence that another contractor can provide a different solution that has current interoperability with the Veterans Health Information Systems and Technology Architecture (VistA) while achieving the above stated requirements and the requirements. This acquisition is anticipated to take place on or about Oct 01, 2019. The period of performance will be for one base year and four option years. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
