- SCOPE OF WORK The National Cemetery Administration (NCA) Riverside National Cemetery located at 22495 Van Buren Boulevard, Riverside, CA 92518, has an immediate need for complete Janitorial Services for contract periods effective March 1, 2020 through February 29, 2021. Contractor shall provide all labor, training materials, and supplies to perform complete Janitorial services at Riverside National Cemetery. Period of Performance: This contract will be effective for one (1) contract year for periods effective March 1, 2020 through February 29, 2021. A.1 SCOPE The Contractor shall furnish all equipment, supplies, materials, labor and supervision necessary to provide complete Janitorial Services at the Riverside National Cemetery, 22495 Van Buren Blvd. Riverside, CA. 92518. Janitorial Services include cleaning of all office spaces, utility spaces, locker rooms, employee, visitor and restroom areas, including its perimeter exterior as follows: RNC Administrative Building RNC Maintenance Compound RNC Public Restroom, Staging area RNC Public Restroom, Amphitheater RNC Information Booth RNC Memorial Honor Detail Trailer RNC Maintenance Annex (under construction estimated time of completion FY20) Contractor Furnished Supplies: The Contractor shall furnish all Restroom & Kitchen areas in all locations with sufficient supplies to ensure they do not run out. Extra backup supplies will be stored in the Janitorial supply cage or closets. The Contractor is responsible for furnishing the following supply items: Hand Soap for Restrooms and Kitchen Areas Hand Sanitizer for Automatic Dispensers Urinal Cartridges for Waterless Urinals Toilet Paper for Restrooms Paper Hand Towels to all mounted dispensers Toilet Seat Covers for Restrooms Sanitary Bags for Ladies Restroom Wastebasket Liners for all Building Waste Receptacles Cleaning Solutions Germicides & Disinfectants Automatic Air Sanitizers Performance & Work Hours: All Janitorial Services shall be performed before, during and after normal business hours. Monday to Friday 7:00 am to 3:30 pm (30 minutes lunch break) 1st Shift one janitor 3:00 pm to 9:30 pm (30 minutes lunch break) 2nd Shift one janitor Saturday to Sunday 10:00 am to 2:00 pm (no lunch break) One shift one janitor Federal Holidays 7:00 am to 3:30 pm (30 minutes lunch break) 1st Shift one janitor 3:00 pm to 9:30 pm (30 minutes lunch break) 2nd Shift one janitor CLEANING REQUIREMENTS DESCRIPTION OF SERVICES Contractor shall furnish all equipment, supplies, material, labor and supervision necessary to provide complete Janitorial Services at the Riverside National Cemetery, 22495 Van Buren Boulevard, Riverside, CA. 925181 Scope of Cleaning Services: (a) Floors Sweep and wet mop all floor areas and remove stains as needed. Vacuum all carpet and rug areas to ensure that each is clean of debris, moving light furniture and floor items as needed. (b) Doors / Walls / Partitions Clean (with glass cleaner) inside and outside entrance and lobby glass doors. Clean (with glass cleaner) interior/exterior windows and glass surfaces of doors. Dust and spot.clean all doors, door frames and walls ensuring all interior corners are free of dust and cobwebs. Dust and clean all window ledges and windowsills free of debris. (c) General Cleaning Empty, clean, and line all waste cans. Clean and damp wipe Lobby and all interior and exterior doors. Damp wipe all vending machines, display cases and cabinets. Clean (with glass cleaner) all glass surfaces. Clean and damp wipe all chairs, wall pictures and wall clocks. Vacuum all carpeted areas to include upholstered furniture and floor mats. (d) Restrooms Sweep the entrance area. This area should be free of all waste and debris. Mop all floors. Clean restrooms to include: walls, partitions, sinks and toilets/urinals with germicide disinfectant. NOTE: Do not pour any liquids into the men s waterless urinals. Spray and wipe clean only. Change waterless urinal cartridges and scented screens as necessary. Clean and polish all glass; mirrored, and stainless-steel areas with appropriate cleansers. Furnish supplies and fill soap dispenser, hand sanitizer dispenser, toilet paper, women s sanitary receptacles, automatic air sanitizers and paper towel holders. Empty, clean, sanitize, and line all waste cans (including sanitary receptacles in women s restrooms). Pour all mop and/or cleaning water down the designated floor drains. The sink shall not be used as a drain. RNC ADMINISTRATIVE BUILDING & MAINTENANCE COMPLEX The following services shall be performed daily and as needed: Sweep and wet mop all ceramic/vinyl floor areas and remove stains as needed. Vacuum all carpeted areas and floor mats. All trash containers shall be emptied and returned to their initial location. Boxes, cans, papers, and other items placed near a trash receptacle and marked "TRASH" shall be removed. Any obviously soiled or torn plastic trash receptacle liners shall be replaced. The trash shall be deposited in the main outside trash collection roll-away located at the dirt area. Trash receptacles shall be left clean, free of foreign matter, and free of odors. Paper, plastic, bottles and cans can be placed in the white recyclable dumpster located in the employee parking lot of the maintenance yard. Recyclable trash in the marked blue bins at the administration building shall be placed with other recyclable trash deposited in the recyclable dumpster located in the employee parking lot of the maintenance yard. Sweep building's lead walk outside the front entrance. Clean restrooms to include: walls, partitions, floors, sinks and toilets/urinals with germicide disinfectant. Pour water down the floor drains. Clean all mirrors with glass cleaner. Clean all metal surfaces with the appropriate cleaner. Furnish supplies and fill soap dispenser, hand sanitizer dispenser, toilet paper, women s sanitary receptacles, and paper towels. Empty, clean, sanitize, and line all waste cans (including sanitary receptacles in women s restrooms). Wipe down all break room tabletops, chairs, counter tops and sink, microwave ovens, refrigerator and stovetop or oven. The following services shall be performed weekly and as needed; Vacuum upholstered furniture in lobby and employee break room Clean & Polish (with glass cleaner) inside and outside entrance and lobby glass doors Dust and polish all offices and employee areas to include wood surfaces, such as counter tops and desks (not moving papers, items, etc. and being extremely careful around computer equipment), telephones, chairs, tables, etc. The following services shall be performed quarterly; Clean all windows, interior and exterior sides, with glass cleaner. Scheduling of services shall be coordinated with COR. Clean florescent lighting lens covers, inside and out, throughout the buildings. Scheduling of services shall be coordinated with COR. RESTROOM BUILDING LOCATIONS: STAGING AREA, LEMAY BLVD, and AMPHITHEATER, NORMANDY DRIVE The following services shall be performed daily and as needed; Sweep the entrance area. This area should be free of all waste and debris. Mop all floors. Clean restrooms to include: walls, partitions, sinks and toilets/urinals with germicide disinfectant. NOTE: Do not pour any liquids into the men s waterless urinals. Spray and wipe clean only. Change waterless urinal cartridges and scented screens as necessary. Clean and polish all glass; mirrored, and stainless-steel areas to include drinking fountains with appropriate cleansers. Furnish and fill soap dispenser, hand sanitizer dispenser, toilet paper, women s sanitary receptacle and automatic air sanitizers. Empty, clean, sanitize, and line all waste cans (including sanitary receptacles in women s restrooms) All trash containers shall be emptied and returned to their initial location. Any obviously soiled or torn plastic trash receptacle liners shall be replaced. The trash shall be deposited in the main outside trash collection roll-away located adjacent to the MHD Trailer. Trash receptacles shall be left clean, free of foreign matter, and free of odors. Paper, plastic, bottles and cans can be placed in the white recyclable dumpster located in the employee parking lot of the maintenance yard. The following services shall be performed weekly and as necessary: Remove all visible cobwebs from inside ceilings, lights and outside overhang. Brush stainless steel screening above walls, inside and out. INFORMATION BOOTH: The following services shall be performed daily and as required; Sweep and wet mop all floor areas (moving tables, chairs, water cooler, trash cans, etc.) and remove stains as needed. Clean and damp wipe all chairs, wall pictures and wall clocks. Dust and polish areas to include wood surfaces, such as counter tops and desks (not moving papers, items, etc. and being extremely careful around computer equipment), telephones, chairs, tables, etc. All trash containers shall be emptied and returned to their initial location. All trash containers shall be emptied and returned to their initial location. Boxes, cans, papers, and other items placed near a trash receptacle and marked "TRASH" shall be removed. Any obviously soiled or torn plastic trash receptacle liners shall be replaced. The trash shall be deposited in the main outside trash collection roll-away located adjacent to the MHD Trailer. Trash receptacles shall be left clean, free of foreign matter, and free of odors. Paper, plastic, bottles and cans can be placed in the white recyclable dumpster located in the employee parking lot of the maintenance yard. Clean restroom to include: walls, partitions, floors, sinks and toilets/urinals with germicide disinfectant. Clean all mirrors with glass cleaner. Clean all metal surfaces with the appropriate cleaner. Furnish supplies and fill soap dispenser, toilet paper and paper towels. Clean kitchen area tabletops, chairs, counter tops and sink, microwave, refrigerator and water coolers. Prior to departing each evening/night, the contractor shall ensure that, all lights in the building are turned-off and all outside entrance and exit doors are locked. The following services shall be performed weekly and as required; Vacuum all floor mats Sweep building lead at front entry Dust the building's common areas. Clean and dust all window blinds and window sills with treated dust cloth. Check all interior corners of the walls and ceiling and cleaning out cobwebs. The following services shall be performed monthly; (a) Strip and seal (wax and buff) all floor areas and remove stains as needed The following services shall be performed quarterly; Clean all windows, interior and exterior sides, with glass cleaner. Clean florescent lighting lens covers, inside and out, throughout the building. DEEP CLEAN: (Yearly) Service to perform deep cleaning of cemetery administration building 1001 and Memorial Honor Detail Trailer building 34T1 to include inside and outside of all windows, interior offices, work areas, lobbies, break rooms and restrooms of buildings: Trailer After hours Deep Cleaning of floors, windows, rest rooms, kitchen area and approved offices. Contractor shall move all furniture; provide all labor and equipment necessary to perform this annual special work. Work entails of high dusting, removing old wax and deep waxing floors, cleaning base boards, and high dusting to include inside and outside window cleaning. Administration Building After hours Special Deep Cleaning, floors, carpet, break room. The contractor is to perform this work after hours and work is to be completed as established by the COR. The contractor is to provide all labor, supplies and equipment necessary to deep clean carpets in all office spaces and cubicle work areas. The contractor shall move all furniture. All baseboards are to be cleaned and all areas are to be high dusted. Floors should be stripped and waxed in the break area and other common areas. Window Washing: Inside and out: The contractor is to perform this work after hours and work is to be completed within a reasonable time established by the COR. The contractor is to provide all labor, supplies and equipment to perform this annual window washing. Weekend and Federal Holiday Cleaning Requirements Saturday Janitorial Services: Monthly, Daily & Periodic Janitorial Cleaning Services. This is a four-hour coverage where the janitorial services will be focused on all open employee and public restrooms however, the COR may redirect focus to other parts of the facility in accordance with all contract specifications, schedules, terms and conditions. Sunday Janitorial Services: Monthly, Daily & Periodic Janitorial Cleaning Services in accordance with all contract specifications, schedules, terms and conditions. This is a four-hour coverage where the janitorial services will be focused on all open employee and public restrooms however, the COR may redirect focus to other parts of the facility in accordance with all contract specifications, schedules, terms and conditions. Federal Holiday Janitorial Services: Monthly, Daily & Periodic Janitorial Cleaning Services in accordance with all contract specifications, schedules, terms and conditions. Same scope of work as a regular weekday. On-Call Janitorial Services: Monthly, Daily & Periodic Janitorial Cleaning Services in accordance with all contract specifications, schedules, terms and conditions. Janitorial services as requested by COR to cover for unforeseen/unscheduled cemetery events or ceremonies with at least a 48-hour notification to the contractor. If the contractor cannot cover request, the government may hire another company to perform and supply as necessary. PRICES/COSTS SCHEDULE PRICE SCHEDULE: Contractor shall furnish all equipment, supplies, material, labor and supervision necessary to provide Janitorial Services at the Riverside National Cemetery, 22495 Van Buren Blvd. Riverside, CA. 92518. Contract Term: The contract term shall be for one (1) Year for periods effective March 1, 2020 through February 29, 2021. All work shall be performed in strict accordance with specifications, schedules, terms and conditions of the contract.
