- The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office is issuing this sources sought synopsis as a means of conducting market research and notifying industry of our intent to issue a sole source Contract. The result of this market research will contribute to determining the method of procurement. The proposed acquisition is for worldwide transaction level cargo data. The Office of Naval Intelligence ™s (ONI) Global TRADER (GT) program requires the services of a contractor whose normal business is to compile, database and make available for purchase worldwide transaction level cargo data. The types of trade related data required by ONI include, but are not limited to, country-specific transaction level imports, exports, and transshipments. The supplies for this request are for commercial cargo data that includes the following data fields: Booking Number, Bill of Lading Number, Container Number, Container size/type code, Shipper Owned Flag, Cargo Description, Shipping Instructions, Marks Number, HS code, etc., Hazmat Code and Class, Gross or Net Cargo Weight, Goods Value, Insured Value, Manifest Quantity, Package Quantity, Seal Numbers, Shipper Name, Contact Name, and Address, Consignee Name, Contact Name, and Address, Notify Party Name, Contact Name, and Address, Other Involved Party Name, Contact Name, and Address, Shipment Origin, Shipment Destination, Shipment Load Ports (including transshipment ports), Shipment Discharge Ports (including transshipment ports), Stow Locations, Carrier, Vessel Name, Voyage Number, Actual Load Date, Actual Discharge Date.
