- Notice of Intent: Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to INTERSTATE PRODUCTS INC., 6561 Palmer Park Cir. STE. A, Sarasota, FL, 34238, for materials in support of the TacMobile program. INTERSTATE PRODUCTS INC. brand name equipment must be purchased as there are several subsystems within the TacMobile Architecture that rely on a consistent configuration. The INTERSTATE PRODUCTS INC. equipment is placed into cases with foam that is specifically cut for each item in order to be able to fit all the equipment. The cases are designed to stack together so that all gear may move uniformly to and from each TacMobile site. The PMW-750 TacMobile architecture is based on a System-of-Systems design where multiple subsystems interact dynamically in order to process the necessary actions to support the mission requirements. The brand name equipment listed was operationally tested for specific technical requirements. Alterations in equipment would require new operational testing and changes to the following program documents and training schedules. The repercussions of a change will impact hardware, software, logistics, and even user operations. If an alternative is identified, the change process must be initiated for each item presented. It is necessary to maintain the migration configuration with the current PMW-750 TacMobile Program. There are ongoing configuration changes, developments and prototype initiatives which rely on maintaining an exact duplicate of materials and equipment to ensure compliance and acceptance. The authority for soliciting from a single source is FAR 13.106(b)(1). The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for supplies and incidental services for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-2. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
