- PRESOLICITATION NOTICE FOR RFP 140P6219R0009 - LINCOLN HOME NATIONAL HISTORIC SITE VISITOR CENTER HVAC PROJECT DESCRIPTION: On or about August 13, 2019, the National Park Service (NPS), Midwest Region, Missouri Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) 140P6219R0009 to solicit proposals to replace and retrofit a new air conditioning system, along with digital controls, at the Lincoln Home National Historic Site ¿s Visitor Center, located at 426 S. 7th Street, Springfield, Illinois. A. The work of this Contract consists of the Contractor providing all labor, material, tools, equipment, supplies, qualified supervision and technicians, and other items and services necessary to replace and retrofit a new air conditioning system, along with digital controls that are compatible with the Park's current electronic Energy Management System (EMS) into the existing indoor and outdoor spaces, compatible with the existing ductwork at Lincoln Home National Historic Site's Visitor Center located at 426 S. 7th Street, Springfield, Illinois. The retrofit will be required to operate at the same capacity as the original designed system. B. The Work includes but is not limited to the following: 1. Remove 40-ton condensing unit on roof and chiller/compressor package in mechanical room. 2. Remove and replace associated components for chilled water system. Associated components include, but are not limited to valves, thermometers, gauges and strainers. 3. Replace with new energy efficient system, including, but not limited to variable speed control and stage sequencing and/or economizer controlling (such as, 40-ton Carrier Aqua-snap condenser and chiller, or proposed equal). 4. Separate chiller bundle from the condensing unit and install bundle on empty wall above head level in the mechanical room. 5. Remove and replace chilled water coils and associated components in air handler units. Associated components include, but not limited to valves, thermometers, gauges and strainers. 6. Remove and replace heating coils and cooling coils. 7. Remove and replace two heating and two chilled water circulating pumps and associated components. Associated components include, but not limited to valves, thermometers, gauges and strainers. 8. Remove and replace approximately 300 linear ft. of copper and galvanized piping for both chilled water and heating system. Replace all galvanized piping with copper. 9. Remove and replace approximately 300 linear ft. of insulation for both chilled water and heating system. 10. Remove and replace three steam humidifiers and associated components. Associated components include, but not limited to valves, sensors, thermometers, gauges and strainers. 11. Remove and replace hanging forced air hot water heating coil in the mechanical room and all associated components. Associated components include, but not limited to valves, sensors, thermometers, gauges and strainers. 12. Remove and replace two air handlers and associated components. Associated components include, but not limited to valves, sensors, dampers, thermometers, gauges and strainers. New air handlers and associated components to be attached onto existing supply air and return air ducts and transitions. 13. Clean and and/or repair existing ductwork, transitions, and branches before final start-up adhering to ACR NADCA 2013 Standards. 14. Balance entire water system. Adjust control and flow valves to proper working set points and adjust balancing valves for proper distribution of system water. 15. Provide complete testing; adjusting and balancing (TAB) work of all air systems including distribution systems and the equipment and/or devices connected. 16. Remove existing pneumatic control system and associated components throughout the Visitor Center. Associated components include, but not limited to sensors, thermostats, gauges and other control devices. 17. Add digital controls compatible with existing park computerized HVAC system (Section 15900 and Attachment 2). Existing park wide control system provided by 'Alpha Controls'. 18. Calibrate and adjust all control devices, linkages, accessories and components for stable and accurate operation. 19. Existing air compressor and de-humidifier for the pneumatic controls to be removed by contractor, but retained by Government. 20. Existing heating system boiler will not be replaced. C. Lincoln Home National Historic Site uses a proprietary computer software source for controlling and monitoring Park HVAC systems; therefore, Contractor must use 'Alpha Controls and Services LLC' to supply and install all DDC controls and supporting devices. Attachment 2 of the solicitation will provide the details of what is required for this portion of the project. D. All work required by the project documents, which will be posted in the solicitation, will be accomplished by the Contractor even though minor items/services required may not be specifically mentioned. Note that for satisfying submittal requirements, "Product Data" is usually more appropriate than true "Shop Drawings" as defined in this project. However, the expression "Shop Drawings" is generally used throughout specification. - - - - - - - - - - - - - TYPE OF CONTRACT: This will be a single firm-fixed price construction contract and expected to be awarded mid-September 2019 time frame. Award will be made to only one successful offeror. Davis Bacon Prevailing Wages will apply. PERIOD OF PERFORMANCE: The period of performance will be ninety (90) calendar days from the date the Notice to Proceed is received by the Contractor. The ninety (90) calendar days also include final government inspection, completion of punch list items, and final cleanup by Contractor of the contract site. On-site work is to begin no earlier than October 1, 2019. MAGNITUDE OF PROJECT: Between $250,000 and $500,000. BONDING: (1) PRIOR TO THE SOLICITATION CLOSING DATE AND TIME: Offeror is required to submit to the Contracting Officer a Proposal Guarantee prior to the solicitation closing date and time. The amount of the guarantee shall be twenty percent (20%) of the Offeror's proposal price, or Sixty Thousand Dollars ($60,000); whichever is less. The ORIGINAL HARDCOPY "Proposal Guarantee" must be received in the contracting office no later than the closing date and time of the solicitation. An emailed copy of the proposal guarantee CANNOT be substituted for the original. Proposal Guarantee is to be submitted on the SF-24 Bid Bond form. (2) AFTER CONTRACT AWARD: Within ten (10) calendar days after the contract award date, the successful offeror is required to submit to the Contracting Officer, Payment and Performance Bonds in the amount of 100% of the original contract price. NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this solicitation / procurement is 238220. SMALL BUSINESS SIZE STANDARD: $15 million. SET ASIDE: This opportunity is set aside for Service Disabled Veteran-Owned Small Business (SDVOSB) concerns. The Veterans Benefit Act of 2003 (15 U.S.C. 657f) created the procurement program for small business concerns owned and controlled by service-disabled veterans, commonly referred to as the "Service-disabled Veteran-owned Small Business (SDVOSB) Procurement Program". Pursuant to FAR Subpart 19.1403(b), at the time that a service-disabled veteran-owned small business concern submits its offer, it must represent to the contracting officer that it is a - (1) Service-disabled veteran-owned small business concern; and (2) Small business concern under the North American Industry Classification System (NAICS) code assigned to the procurement. Clause 52.219-27 Notice of Service-Disabled Veteran-Owned Small Business Set-Aside (DEVIATION 2019-01), paragraph (e)(4) states: "By submission of an offer and execution of a contract, a service-disabled veteran-owned small business concern agrees that in the performance of the contract, in the case of a contract for construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 75 percent subcontract amount that cannot be exceeded." SITE VISIT: Drawings that are included in the solicitation are the latest known drawings in the Park's possession; however, the drawings are not up-to-date. Therefore, ATTENDANCE at either (1) the Scheduled Pre-Proposal Site Visit on 8/22/2019, or (2) the Follow-up Field Verification Site Visit on 8/27/2019, is MANDATORY FOR OFFERORS in order to inspect the site, review drawings against actual layout and on-site conditions, and to satisfy themselves regarding the aspects, issues, and features that may affect the cost of the products and performance.
