- The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a sole source basis with S&P Global Market Intelligence LLC (S&P Global) under the authority of FAR 13.106-1(b)(1), Soliciting From a Single Source, for Credit Assessment and Financial News Monitoring Subscription Services. The vendor will provide the following services: 1. Provide consolidated automated reports that, at a minimum, present the current news within the energy business and information that may impact business relationships (i.e., company financials, regulatory filings, credit ratings, company bankruptcies; management changes) for entities that WAPA currently does business with or could do business with. a. This report must include electric power utilities, as well as, financial arrangers such as JPMorgan, Citigroup, Barclays, Morgan Stanley, institutional investors such as John Hancock and large Pension funds, and Private Equity investors. b. This report must also include the coverage of debt issuances and ratings of electric sector by municipalities and Government agencies 2. Research capabilities will include but are not limited to: a. Regulatory filings at State Public Utility Commission and Federal Energy Regulatory Commission and b. Ability to track and research Environmental Siting for Energy Projects. c. Annual reports d. Completed financial statement ratios e. SEC filings f. News/media updates g. Changes in agency (S&P; Moodys; Fitch) credit ratings h. Financial alerts i. Bankruptcies j. Company management backgrounds and any other information WAPA can use to determine if we want to conduct business with a company, which will be consolidated on one internet site. 3. Global coverage. Some of WAPAs customers are located in countries outside of the U.S. (i.e., Barclays; Powerex). 4. Geographic Information System mapping tools for utility sector service territories to include ownership of assets and capacity rights for electric power sector. 5. Coverage of solicitations by major electric power entities for transmission, generation and energy storage procurements including provision of links and award analysis. 6. Minimum of 30 license subscriptions. 7. All reports and data should be exportable to Excel or Word. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13, pursuant to the authority provided under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. Based on market research, previously awarded contracts, as well as the timeframe required for this service, WAPA has not identified any other sources that can provide the required Credit Assessment and Financial News Monitoring Services to meet the needs of the agency. If WAPA identifies no other capable sources by 15 August 2019, WAPA will issue a purchase order with a one (1) year base period and up to two (2) option years on or about 16 August 2019 to S&P Global. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The applicable North American Industry Classification System (NAICS) code for this acquisition is 561450, Credit Bureaus, and the size standard is $15.0M. The Product Service Code is 7030, Information Technology Software. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publically issued.
