Description
MARKET SURVEY CAPABILITY ASSESSMENT FOR PILOT TRAINING ON LEONARDO AW-189 HELICOPTER (FORMALLY AGUSTAWESTLAND). The FAA is seeking contractors for the acquisition of Initial and Recurrent Ground School and Flight or Level "D" Simulation Training to FAA Inspectors/Pilots Leonardo AW-189 Helicopter (formally AgustaWestland) for Flight Standards Service Aviation Safety Inspectors and Aircraft Certification test Pilots employed by the Federal Aviation Administration (FAA), as identified in the attached Performance Work Statement (PWS). The PWS is requesting Flight Simulation Training however the FAA is seeking companies that are able to provide Flight or Level D Simulator Training. Based on this Market Survey, if a company is determined capable of providing Flight Training the requirement and PWS may change. The purpose of this survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing AW-189 Initial and Recurrent Pilot Training and Flight or Level "D" Simulator Training to FAA inspectors/pilots in the applicable aircraft. Student quotas for these courses will be assigned by the Flight Standards Service Training Division, AFS-500 or Aircraft Certification Service Planning and Program Division AIR-500. The courses covered under this contract will meet the requirements for FAA formal flight training. FAA formal flight training consists of training courses with agency level course numbers that will be officially recorded in the employee s personnel records. The contractor s FAA approved training course to include a Title 14 of the Code of Federal Aviation Regulations (14 CFR) Part 121 or Part 135 training program, a (14 CFR) part 141 training course outline, or a (14 CFR) Part 142 Course. The contractor will be required to provide as a minimum, the number of training hours contained within their FAA approved training program. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor s expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged business that are certified by the SBA for participation in the SBA s 8(a) Program. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small businesses or 8(a) certified firms. If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter. The principle North American Industry Classification System (NAICS) code for this effort is 611512 Flight Training, with a size standard of $27.5 million. In order to make the determination, the FAA requires the following from interest vendors in accordance with the attached Performance Work Statement: 1. Capability Statement This document should identify: Type of training provided by your firm Size and type of training provided by previous contracts (provide detailed information and past performance) Number of years in business 2. Geographic area where training will be provided; 3. Expected approach Respondents must provide their strategy for accomplishing this work. NO PHONE CALLS PLEASE.
