- Sources Sought Notice # 36C24119Q0488) (VA Boston Healthcare System) This is a Sources Sought Notice with regards to the following Statement of Work: This information will be used for solicitation planning purposes only. No quotes are being requested or accepted at this time. This is not a solicitation and no contract shall be awarded from this Sources Sought Notice. In accordance with Public Law 109-461, the Department of Veterans Affairs is particularly interested in Service Disabled Veteran Owned Small Business (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) that are interested. Interested parties responding to this Notice should submit the following information: company name and address, point of contact with phone number, and DUNS number; company socio-economic status to identify business as being an SDVOSB, VOSB, Small Business, Hubzone, 8a, Woman Owned, etc. Primary NAICS for this procurement will be 621910 (Ambulance Services) with a small business size standard of $15.0 Million; Statement of capability; if an SDVOSB or VOSB, provide proof of registration in the VA Vet Biz website and verification by VA Center for Veterans Enterprise (CVE) or intention of registration prior to submission of offers to a solicitation; all interested firms must be registered in SAM (www.sam.gov); all interested SDVOSB or VOSB firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in SAM to be eligible for award of Government contracts; and any other pertinent company documentation. TITLE OF PROJECT Digitizing Cognitive Processing Therapy Analogue Tapes SCOPE OF WORK This project is an initial step in a research project that will analyze therapy content from a well-characterized treatment outcome study lead by investigators at the National Center for PTSD (NCPTSD), VA Boston Healthcare System. This project requires that 684 mini-DV analogue tapes containing recordings of therapy sessions be converted into individual digital files. Each digital file must be named using a study-specific identification number. Each tape will be its own file (one tape=one therapy session). Our specific needs for this project do not require the videos to be high resolution there will be no editing. We are most interested in the files retaining high sound quality during the digitization process as they will be transcribed for audio content. If HQ-MP4 resolution is the most standard file format and retains good sound quality that is sufficient for this work. Once digitized, all digital files will be transferred back to the NCPTSD investigators. When receipt of digital files has been confirmed by VA Boston investigators, the mini-DV tapes will be destroyed. Since this is research, we will need a CSCA (Contractor Security Control Assessment) initiated by the Contracting Officer (per Privacy Officer) as Question 7 on the 6500.6 has been answered yes. NCPTSD WILL PROVIDE The study team will provide the vendor with the 852 mini-DV tapes that require digitization, using a secure delivery method that allows for package tracking (e.g., FedEx, UPS). The study team will label each tape with a unique identifier that must be captured in the digital file name assigned by the vendor. The format for the unique identifier will be ParticipantID_tx condition_session number. REQUIRED FROM CONTRACTOR Contractor must have sufficient data security capabilities to operate under the privacy conditions outlined in the Agreement throughout the duration of the period of performance. This includes storage of analogue tapes in a locked space that provides physical security Contractor will digitize approximately 852 mini-DV tapes. Each individual digital file will be saved with file names that include the unique identifier used to label each mini-DV tape. Contractor will securely transfer digital files directly to NCPTSD investigators using encrypted media storage (e.g., encrypted DVD, encrypted thumb drive) using a secure delivery method that allows for package tracking (e.g., FedEx, UPS). Upon confirmation of successful receipt of digital files by NCPTSD investigators, vendor will destroy the 684 mini-DV tapes in a manner ensuring that data cannot be recovered.
