Description
The Department of Veterans Affairs, Charleston VA Health Care System, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with HypOxygen for the HypOxystation H35, H45, and H135. Each of the HypOxygen workstation have different capabilities, and are unique in that they incorporate integrated hypoxia cell culture incubators (where the cells are grown) and processing stations (where the cells are manipulated) for long-term passaging and treatment of cells in controlled oxygen, CO2 and nitrogen environment. This novel attribute and other design features developed was by cell biologists, i.e. end users, and incorporated in these instruments (the H35, H45 and H135) are designed to overcome several critical problems and barriers to the use of hypoxia tissue culturing as a standard laboratory approach that are needed to create physiologically relevant culturing environments to mimic normal and pathological (disease) conditions that cells face with in tissue environments of the body. The VA requires the workstations to have consistent temperature, humidity, and gas levels. They HypOxystation offers patented humidification system that ensures sterility and a unique approach to humidification by introduction of sterile steam to the workstation when levels drop below the user programmed set point. Reliable humidification can be achieved up to 80% rh. The VA also requires HEPA Filtration to Class III standards (ISO 14644-1)  meeting the Cell Tissue Culture Directive and Customization of stations to accommodate instrumentation with cooling for optimal conditions for incubation as well as instrument operation. These features are only offered by HypOxygen. This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Wednesday, July 31st, 12:00, EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
