The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 15 and Network Contracting Office (NCO) 15 anticipates issuing a solicitation for the following: Durable Medical Equipment (DME) Storage, Delivery, Set-Up/Installation/Patient Education & Training, Reclamation with Refurbishment, Inventory Management and System of Records. NCO 15 seeks industry information, capabilities and input for the type of services below and the requirements briefly stated: The general scope of work includes: Contractor-provided DME storage facility of Government-owned DME for eight (8) VA Medical Center Systems to be located proximal to each respective VAMC Ideal within 35-highway-miles of the VAMC All, some or none Truman VAMC (CO) 800 Hospital Drive Columbia, Mo. 65201 Boone County MO KC VAMC (KC) 4801 Linwood Blvd. Kansas City, Mo. 64128 Jackson County MO Eisenhower VAMC (LE) 4101 S. 4th St. Leavenworth, Ks.66048 Leavenworth County KS Marion VAMC (MA) 2401 West Main St. Marion, IL. 62959 Williamson County IL Pershing VAMC (PB) 1500 N. Westwood Blvd. Poplar Bluff, Mo. 63901 Butler County MO Jefferson Barracks VAMC #1 Jefferson Barracks Dr. St. Louis, Mo. 63125 St. Louis County MO Colmery-O Neil VAMC (TO) 2200 Gage Blvd. Topeka, Ks. 66622 Shawnee County KS Dole VAMC (WI) 5500 E. Kellogg Drive Wichita, Ks. 67218 Sedgwick County KS Receiving existing DME inventories from Current DME Contractor Transition period. Meeting & Maintaining NFPA 101/Life Safety and state/local building/fire codes for each proposed facility. Receiving regular inbound shipments of Government-procured DME at contractor facility(ies), including but not limited to: Wheelchairs manual and power types Scooters Trapeze bars floor and overbed types Patient lifts Overbed tables Electric hospital beds and mattresses Receiving & Unloading DME freight via shippers trucks, vans, tractor-trailer, equipped with and without lift-gate systems. Unloading with contractor resources, e.g. docking area, forklift, etc. Inspecting, Accepting & Documenting conditions of inbound freight, reporting damaged items to the Government. Rejecting Facilitating outbound shipments, e.g. for damaged freight. Providing approximately 1,500 square feet of dedicated space for Government-owned DME for each VAMC location and in a facility that is secure, serviceable, clean & neat, accessible and building code/NFPA compliant. Developing & Maintaining systems of records for inventories of new and reclaimed equipment, inventory levels management, reconciling inventories and pending deliveries, and providing a variety of recurring (weekly/monthly) inventory reports to customers for re-ordering. Using first-in/first-out delivery strategies. Delivery/issue of reclaimed DME ahead of all other strategies. Segregating clean storage from dirty storage by appropriate segregation method. Accepting orders from the respective VAMC for delivery of on-hand DME. Coordinating delivery schedules - date/time/place/special circumstances - with beneficiaries and caregivers. Maintain enough DME-certified personnel qualified to perform the services of DME storage, coordination, records keeping, documenting, loading/unloading, transportation, care, set-up/assembly/installation, including knowledge of aspects as related to home/residence and local building/electrical/fire codes, appropriately licensed to perform all functions related to DME services herein. Maintain sufficient tools, equipment, parts, testing devices, and consumables necessary to perform all functions related to DME services herein, including ready access to OEM parts and services suppliers. Maintain sufficient transportation modes to perform all functions related to DME services herein for DME transportation to beneficiaries, DME Reclamation from beneficiaries. Maintain ability to determine if reclaimed DME is salvageable and cost-effective to do so. Dispose of non-salvageable DME in accordance with applicable laws or regulations. Home safety inspection to determine suitability of installations of electrical items. Ability to refuse installations when warranted and adequately explain reasons to beneficiaries and/or caregivers and provide documentation to the VAMC. Delivery, set-up/assembly/installation of a variety of DME items/types per manufacturers instructions in beneficiary home/residence and in accordance with local building/electrical/fire codes, including emergency (short-notice weekend/holiday). Technical expertise of a variety of DME items/types, including technical ability to determine when set-up/assembly/installation is either not possible or not suitable based on observed environment (home conditions, electrical, etc.), other environment, or beneficiary and/or caregiver limitations, or other factors preventing completion of ordered delivery. Ability to refuse installations and explain circumstances. Education & Training to the beneficiaries and/or their caregivers on delivered DME s proper use, care, handling, safety, cleaning & maintenance, home/electrical/fire safety, storage & transportation, emergency situations, demonstrations with observed return demonstrations and documenting all aspects and observations of education & training. Beneficiary complaint or noncompliance handling, documenting and reporting. Maintaining compliance with Joint Commission Standards and Centers for Medicare and Medicaid Services (CMS) for DME services storage, delivery, set-up/training, infection control and other JC standards as related to DME services, whether accredited by The Joint Commission, other accrediting agency or not accredited. Have & Maintain necessary licenses, training/certifications, insurance to perform the above.
