This request is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses, Service Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Item B601-0660 Blocker Assembly MOUSE (24 each) Salient characteristics required to meet the Governments need: Allows researchers to house mice for prolonged periods of time while measuring exactly how much they eat and when, which will be key for the diet studies we are pursuing. The requested equipment will also permit researchers to control how much animals eat using computer controlled gates on the food hoppers important as dietary protein is satiating, and this system will allow us to accurately and reproducibly pair-feed mice while conducting our diet studies. The computer-controlled gates will allow researchers to permit/restrict animal access to food at different times of the day or night without disturbing other animals in the facility. Recent studies have suggested that when animals and humans eat may be as important in controlling weight and blood sugar control as what we eat. The cages can be utilized in double-hopper mode, allowing researchers to compare the palatability of diets, which is likely to be of importance in designing interventions that will be adhered to by Veterans. Ability to open/close food access ( gate ) multiple times per day in response to programming involving the time of day as well as the weight of the food dispensed. The ability to record both total food dispensed as well as when food was consumed to measure feeding patterns. Ability of cage bottoms and additional equipment to meet animal housing regulatory requirements and local sanitation requirements. Ability to mount feeders in dual feeder mode which will allow two different diets to be compared OR to be dispensed at different times of day. System is resistant to user error with regard to feeder positioning and interference from the animals, which can with consumer-grade feeders often figure out how to bump the feeder into dispensing additional food or food at the wrong time of day. The ability to setup the system such that diet can be supplied only one or two times per week and thereafter be reliably automatically dispensed. Each mouse house allows computer controlled programmable automated feeders with the ability to measure and record diet consumption. System has the capability to be electronically expanded up to 32 system connected mouse house feeders that can be configured multiple ways with regards to food, liquid, and gate-controlled access. BioDAQ data is viewed, graphed, and analyzed using the BioDAQ DataViewer software. The software integrates collected data for analysis which can be exported to Excel. The BioDAQ Food and Liquid Intake Montitor (BioDAQ) is a home cage-based instrument that automatically collects and records an animal s native feeding and drinking behavior. The singly housed animal can live chronically in the BioDAQ. Feeding and drinking modules are adapted to standard laboratory cages. The feeding and drinking modules are mounted on the outside of the home cage and are easily accessible to both the animal and the researcher. The feeding and drinking interfaces are similar to typical laboratory home cages, allowing for a low stress transition to the system. When networked, the system and real time data can be remotely accessed, limiting the need for researchers to enter the colony room. **The William S. Middleton VA Medical Center, together with the VA Merit Award supported research in Madison, WI 53705-2286 has a need to acquire a Research Cage Mouse System. The requested item is a BioDAQ 12 cage mouse food intake system, and contains high accuracy, computer monitored scales attached to computer-controlled food hoppers mounted to special mouse cages. This research will focus on how dietary composition affects obesity and diabetes in mice with the goal of finding new, translatable interventions for Veterans. The above equipment is known to have all salient characteristics that will meet the Governments need. The place of performance is Department of Veterans Affairs, William S. If you do not respond with authorized distributor letter, your submission will be deemed uninterested party and will NOT qualify when determining any set-aside. ** To prevent Gray Market Items within the VA, the following is also placed within this sources sought notice: ** (a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.   No remanufactures or gray market items will be acceptable.  (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.   All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.   Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.   THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.
