Description
The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Brain Vision LLC. based in Morrisville, NC. on behalf of the VA Houston Medical Center. The requirement is to provide one (1) electroencephalography (EEG) research software system. The requested system shall meet or exceed the following specifications: Hardware and software compatible with the EEG system currently in-use (Brain Products 64-lead ActiCap electrode caps for gel-abased recordings) to allow integrated datasets across EEG systems. Amplifier System Product Capabilities High quality Wireless EEG amplifier using minimum of 24bit A/D Converter Capable of up to 1kHz sampling rate Unipolar Recording montage Shall be possible Shall be able to record up to eight (8) bipolar channels alongside unipolar recording for remaining channels. Record up to 64 EEG channels (+ground, + reference) with one system. Record EEG data to onboard microSD and/or simultaneously stream to computer via Bluetooth Ability to engage Holter mode operation for recording without active connection to a control computer Amplifier shall support use of multiple electrode technologies including: active gel, active dry, passive, and sponge/saline. Shall be expandable to include additional channels to record an array of sensors such as EMG, photosensor, acoustic sensors, GSR, and respiration. Shall be capable of receiving trigger signals to synchronize multiple acquisition systems. Internal battery capable of 4hr recordings with the capability to attach external battery source to extend run time longer than 24 hours total. Shall include supported recording software Shall include a minimum three year warranty on amplifier Shall include support from distributors for lifetime of product at no extra charge Control Box Product Capabilities Mechanically very sturdy with individual lead wires per electrode. At least one year or more of warranty on electrodes. In the event of malfunction each electrode needs to be able to be disconnected from the system and replaced with a new one without the need to send the electrodes to the manufacturer.  This should not take more than 5 minutes. Electrodes Shall be able to be plugged into the cap before the cap is placed on the subject. Gel needs to be applied through the electrode itself. Active electrode Shall be able to measure real impedance between skin and electrode sensor. Impedance Shall be indicated via visual display on each individual electrode to facilitate setup handling and to reduce setup time. The caps Shall be fully customizable.   Impedance Shall be storable in a separate file to be reviewed during data analysis.   The electrodes Shall be fit into the fabric of the cap in order to reduce their profile and facilitate TMS stimulation as much as possible. The electrode housing Shall have a profile of 6mm or less to facilitate TMS stimulation as much as possible. There Shall be a single box that allows active electrodes to connect a passive amplifer Scanning System Product Capabilities High quality electrode position scanning system Shall integrate with active electrodes using the LED lights of the electrodes Shall use a handheld camera system Shall be able to digitize 128 electrode positions in 5 minutes or less Shall have a mean deviation of less than 1mm Shall be able to compare measurements between different scans and determine if cap was moved between scans Shall alert user if it detects mismatches in the expected electrode locations Shall produce data that can be loaded into BrainVision Analyzer 2 analysis software The requirement will take place at a VA facility in Houston, TX. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Tuesday, July 30, 2019, (10:00 AM, EST).
